According to the Vietnam Register, there are currently about 850,000 transport business vehicles nationwide that have not completed the procedures to change to gold license plates due to "stuck" in bank mortgage procedures, leading to the risk of being refused inspection and forced to "fall on the land".
To resolve the difficulties, on June 4, the Vietnam Register issued a document recommending the Ministry of Construction to report to the Government, proposing that the Government direct the State Bank to support vehicle owners eligible for loans by mortgaging their vehicles.
The Registry asked the State Bank to direct commercial banks to create conditions for the car owners in the mortgage area to borrow the old vehicle registration certificate, or send a bank official to carry papers to accompany the car owner to carry out the procedure to change to a new registration certificate as prescribed.
A representative of the Department of Registration said that currently, many transport business vehicle owners have changed their license plates with white background to yellow background according to regulations, but most of them have not yet completed the change of vehicle registration certificates to match the new license plate color.
The reason is that the vehicle is being mortgaged at a bank, in which the vehicle registration certificate is part of the collateral. borrowing or withdrawing the original documents to complete the procedures to change to new documents is facing many difficulties.
In reality, some banks only support when vehicle owners mortgage other assets or deposit additional cash. In cases of bad debt or unfavorable credit relationships, it is almost not approved.
In addition, some transport businesses with loan applications are being sealed by the investigation agency, so they cannot carry out the procedures to change vehicle registration.
The Vietnam Register also recommends that the Ministry of Construction report to the Government to direct the Ministry of Public Security to create favorable conditions for people, especially in cases where vehicles are being mortgaged at banks but still need to change vehicle registration to ensure compliance with legal regulations.
This proposal aims to support people and businesses and at the same time help synchronize vehicle data between the registration agency and the inspection agency, serving more effectively the management, supervision and handling of traffic violations in the coming time.
