Many owners of yellow license plate cars, who operate passenger transport under contract, even though they have changed to yellow license plate cars, the vehicle registration certificate still shows a white license plate (symbol T after the vehicle's license plate) and when they go for inspection, their application is rejected.
Regarding this issue, a representative of the Vietnam Register said that one of the cases where cars were warned about inspection and refused inspection according to the new regulations of Decree 166/2024 on business conditions for motor vehicle inspection services, organization and operation of inspection facilities, and the life of motor vehicles, effective from January 1, 2025. That is: There is a discrepancy between the vehicle registration certificate and the actual vehicle when carrying out inspection procedures.
In case the vehicle registration certificate records information on the white plate (symbol T) different from the actual yellow license plate, the inspection will be rejected. Therefore, the vehicle owner must carry out the procedure to change the information on the vehicle registration certificate, from the white plate to the yellow plate (symbol T after the vehicle license plate changes to the letter V).
After receiving a new vehicle registration certificate or an appointment for a vehicle registration certificate, the vehicle owner takes the vehicle to the inspection facility for re-inspection.
When checking the information matches the vehicle registration (or vehicle registration appointment), the inspection facility removes the warning and performs the normal inspection. If the vehicle passes all inspection items, it will be issued a certificate and inspection stamp.
In case the vehicle owner only has a vehicle registration appointment, if all items are passed, an inspection stamp will be issued; the inspection facility will retain the inspection certificate. When the vehicle owner receives the vehicle registration certificate from the police agency, bring it to the inspection facility to keep the vehicle records, then the inspection certificate will be issued.
A representative of the Motor Vehicle Inspection Center 29-03S My Dinh, Hanoi said that to avoid this situation, vehicle owners need to carry out procedures to change the information on the vehicle registration certificate to match reality.
Vehicle owners should proactively carry out the necessary procedures to update information on the vehicle registration certificate in a timely manner, such as declaring online or going directly to the police headquarters where the vehicle is registered.
After completing the procedure, the vehicle owner will receive a new vehicle registration certificate or an appointment for the issuance of a vehicle registration certificate. Once the new registration certificate or appointment is available, the vehicle owner will bring the vehicle to the inspection facility for inspection.
The inspection facility will check the vehicle registration information and perform an inspection if the information matches. If the vehicle meets the requirements, a certificate and inspection sticker will be issued.
If there is only a vehicle registration appointment, but the vehicle meets all inspection requirements, an inspection stamp will be issued and the inspection certificate will be retained. Upon receiving the vehicle registration certificate from the police, the vehicle owner must bring it to the inspection facility for records.
In case it is not possible to do so on the public service portal, the vehicle owner must declare the vehicle registration directly at the vehicle registration agency. After checking the valid vehicle records, the vehicle registration agency will issue an appointment and issue a replacement of the vehicle registration certificate and license plate according to regulations.
