On May 10, Vietnam Airports Corporation (ACV) just sent a document to the Ministry of Construction, Ho Chi Minh City People's Committee and Dong Nai City People's Committee on considering arranging railway lines within the scope of Long Thanh International Airport (abbreviated as Long Thanh airport).
According to ACV, regarding the investment in the construction of railway lines within Long Thanh airport, to date, Dai Quang Minh Real Estate Investment Joint Stock Company has sent a document to ACV on seeking opinions on the route plan and location of works on the Thu Thiem - Long Thanh railway route project.
In addition, ACV is coordinating with the Department of Construction of Dong Nai City, Donacoop Infrastructure Investment Joint Stock Company on developing an investment plan for the metro section within Long Thanh airport for the Ben Thanh - Suoi Tien metro line extension project to the City Administrative Center and Long Thanh airport.
Accordingly, it is expected that there will be 3 railway lines including: North - South high-speed railway line; Thu Thiem - Long Thanh railway line and extending the Ben Thanh - Suoi Tien metro line to the City Administrative Center, Long Thanh airport will be invested simultaneously along the vacant land area between the main road of Long Thanh airport and build railway stations to access passenger terminals of Long Thanh airport (vacant land area of 40 m wide, planned for 2 high-speed railway lines North - South and Thu Thiem - Long Thanh railway line).
In which, for the North-South high-speed railway line and the Thu Thiem - Long Thanh railway line, ACV has had a written agreement with the Railway Project Management Board (Ministry of Construction) on the route plan, station location, and connection plan. The Railway Project Management Board has also summarized and reported to the Ministry of Construction.
Regarding the project to extend the Ben Thanh - Suoi Tien metro line to the City Administrative Center and Long Thanh airport, ACV has not yet received the planning as well as the route plan and approved station locations within Long Thanh airport.
Thus, currently, within the scope of Long Thanh airport, there is still no consensus on planning, route location, and construction plan for all railway lines. Therefore, ACV does not have enough basis to consider and respond to opinions on related contents for investors of each railway project.
ACV proposed that the Ministry of Construction take the lead or assign competent authorities to take the lead in reviewing the overall plan, the arrangement of all railway lines within Long Thanh airport to avoid overload in construction space planning between railway lines, conflicts in the construction process, and potential risks in the operation process between railway lines and Long Thanh Airport.
ACV also proposed that the Ministry of Construction, Ho Chi Minh City People's Committee, and Dong Nai City People's Committee have opinions directing investors of railway projects to proactively coordinate with each other, build a route plan, railway station location, connection plan and related contents appropriately, ensuring synchronization and unity in planning, construction and exploitation plans.
