The Vietnam Automobile Transport Association has just sent a petition to the Vietnam Register (Ministry of Construction) requesting support for businesses in leasing and borrowing test tracks to check the braking performance when registering oversized and overweight vehicles.
According to Circular 47/2024/TT-BGTVT, there are some cases that must be inspected outside the inspection facility (without going through the inspection line), including specialized oversized and overweight vehicles. These vehicles are mainly concentrated in some localities such as Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Vung Tau...
However, currently, businesses that need to inspect oversized, overweight, trailer, and oversized semi-trailers outside the inspection facility are still struggling to find a suitable brake test location.
The difficulty in finding a test track to check the braking performance has caused many vehicles to not be able to operate after the inspection period, greatly affecting the logistics chain and increasing transportation fares.
Regarding this issue, in an interview with Lao Dong Newspaper, Mr. Dang Van Chung - Chairman of the Suprap ditch and Suprap ditch Transport Association - said that to inspect the vehicle, speed measuring equipment and effective brake inspection lines with a length of 800m - 1,000m are needed. The road surface must meet the requirements of flat, dry asphalt concrete or cement concrete, with a sticking coefficient of not less than 0.6 as prescribed in QCVN 122:2024 on vehicle inspection. Therefore, inspection centers are not qualified to do so, forced to find a way to borrow or rent a brake test track to ensure efficiency and avoid waste.
A representative of the Vietnam Register said that according to Circular 47/2024/TT-BGTVT, for vehicle inspection items outside the inspection facility, enterprises are responsible for preparing vehicles that meet inspection requirements and arranging appropriate brake test routes.
Enterprises need to send a request to the inspection facility, stating clearly the vehicle information, information on the brake test track, location and time of inspection. After receiving the request, the inspection facility will coordinate with the enterprise to inspect the actual test track.
If the test track meets the standards, the inspection facility will receive the request and arrange human resources to conduct the inspection. During the inspection process, businesses need to have a plan to ensure traffic safety in the test track area. In case the test track does not meet the standards, the inspection facility will refuse to conduct the inspection.
When the business finds a brake test road for leasing or borrowing and needs to request support from the Vietnam Register, the Department is ready to send an official dispatch to the road management agency to facilitate the business in leasing or borrowing the test road.
Enterprises can proactively or through the Vietnam Automobile Transport Association to send a document requesting the Vietnam Register to support this issue.
