Renting land in the park, collecting fees for all kinds of accompanying services
Yen So Park is one of the large-scale parks in Hanoi, with an area of more than 320ha. This place has long become a familiar destination, attracting a large number of people and tourists, especially on weekends and holidays. In particular, Pearl Island area owns a prime location by the lake, which is often bustling with visitors coming to visit, play and participate in outdoor activities.

However, in the past time, a paid camping site named "Green Camping" has appeared in Ngoc Island organized and operated by Da Ngoai Viet Trading and Service Co., Ltd. (abbreviated as Da Ngoai Viet Company - legal representative is Mr. Dang Trong Dung). It is worth mentioning that the business operation of camping sites here does not ensure legal regulations.
Present at the above-mentioned campsite on a day at the end of April 2026, a reporter from Lao Dong Newspaper, in the role of someone looking for a location for the company's weekend activity, was enthusiastically consulted by Trung (name of the character changed) - a staff member at Green Camping.

With 35 - 40 people, I have 2 parking lots, opposite that stone road, the price will be 5 million VND per day for 1 parking lot. That is the rental price of the empty parking lot, not including rental equipment. We can rent a loudspeaker for 600,000 VND. Or if the weather is not favorable, we can rent an additional tent on top for 1.8 million VND/piece, then rent a tarpaulin, tables and chairs, grill depending on the needs" - Trung said.
Paying attention to customers, Trung said that if they want to organize team building, use microphones, or want to hang banners, they are forced to rent a private parking lot at the above price.

According to PV's records, for different needs, from families to groups of a few dozen people, the rental price of tents at the campsite will range from 180 thousand to about 2 million VND/tent.
This red tent is 200 thousand VND, and the white type with a bright spot, which is more genuine, is 1.2 million VND, this type can withstand storms, we still left it here for last year's storm Yagi" - another employee said.

Even a coffee seller at the campsite shared about the revenue level: "Normally, it costs more than 100 million - 200 million VND a day, for water alone, I have sold for tens of millions already.
Observations show that the staff here are constantly busy when providing enough accompanying services: From grills to charcoal, alcohol, tables and chairs... For arising services, staff will receive payments directly from people.

Not ensuring legal regulations
In addition to the above services, the "Green Camping" campsite also charges operating fees with a price for adults of 30,000 VND, and for children from 6-12 years old of 20,000 VND.
Information here clearly states that this operating management fee applies to "customers camping, picnicking, BBQ; filming, taking photos, using specialized equipment".

The parking lot's regulations also set requirements such as: "Do not use speakerphones, karaoke speakerphones. Contact the management board to register when needed; Customers are responsible for preserving the items that have been handed over. If loss or damage occurs, compensation will be made according to regulations".
Along with the campsite rental service, the Green Camping Yen So fanpage also posts many music performances and live music in the evening inside the park.

Regarding the camping business activities of Viet Outdoor Company, on April 20, a reporter from Lao Dong Newspaper contacted Mr. Vu Tuan Dat - Chairman of Yen So Ward People's Committee (Hanoi City) to record opinions from functional agencies.
Mr. Vu Tuan Dat then assigned the Culture and Social Department of the ward to work with the reporter.
Through inspection, Ms. Nguyen Thi Nga - Deputy Head of the Culture and Social Department of Yen So ward said that the operation of the toll-collecting camping site named "Green Camping" does not ensure regulations according to current law.
The business operation of this camping area is not guaranteed according to Article 49 of the 2017 Tourism Law and guiding documents for the implementation of the Tourism Law.
According to PV's investigation, Yen So Park is currently invested, managed, operated, and exploited by Gamuda Land Vietnam Co., Ltd.
Gamuda Land Vietnam Co., Ltd. has agreed with Green Camping Trading and Service Co., Ltd. and Viet Outdoor Company on the transfer of rights and obligations of cooperation (these 2 companies are all legally represented by Mr. Dang Trong Dung).
Notably, according to actual records of Lao Dong reporters, the Green Camping campsite area is located close to the lake in Yen So Park, with a series of tents set up centrally. In many tent clusters, guests directly use grills, charcoal and alcohol to process food right in the camping area.
However, during the survey, PV did not record the full arrangement of fire prevention and fighting vehicles and equipment in crowded areas and with the use of heat sources. Many tents are built close together with flammable tarpaulins and fabrics, but no handheld fire extinguishers, fire warning systems or fire incident handling signs are publicly arranged.
Because it is located by the lake, this area is potentially at risk of drowning accidents, especially during busy times and when young children participate in picnics.
However, no lifebuoys, rescue equipment, danger warning signs or specialized rescue and relief forces were arranged by the operating unit.
The campsite area also does not clearly show the arrangement of initial emergency medicine cabinets, first aid medical points or emergency support plans when accidents or incidents occur.
Article 49 of the 2017 Tourism Law clearly states the Conditions for doing business in tourist accommodation services:
a) Having business registration according to the provisions of law;
b) Meeting the conditions on security, order, fire prevention and fighting safety, environmental protection, food safety according to the provisions of law;
c) Meeting the minimum conditions for technical facilities and services to serve tourists.
