On December 6, information from the People's Committee of Nghe An province said that it had just issued Document No. 10874 to urge and inspect the progress of compensation, site clearance and disbursement of funds for the project to upgrade and expand National Highway 1A.
Accordingly, the Provincial People's Committee requested the Chairman of the People's Committee of Vinh city, Hoang Mai town, Dien Chau district and Quynh Luu district to prioritize and concentrate the highest resources on the work of handling petitions, preparing and approving compensation plans for site clearance and payment for cases affected by the National Highway 1A expansion and upgrading project that meet the conditions according to legal regulations.
No later than December 31, 2024, the minimum amount as committed in the reports sent to the Provincial People's Committee from October 7-9, 2024 must be paid. The implementation progress must be reported weekly (on Friday) to the Provincial People's Committee and members of the Steering Committee in charge of the area for synthesis and monitoring; at the same time, fully and promptly report any problems arising during the implementation process to members of the Steering Committee in charge of the area for guidance on resolution to ensure progress according to regulations.
In case of failure to report fully and promptly, the Chairman of the People's Committee of the above localities must take full responsibility before the Provincial People's Committee and the Chairman of the Provincial People's Committee.

Vinh City People's Committee reports in detail the cases with documents proving the land area affected by the PMU1 Project but not compensated as stated in Official Dispatch No. 6119 dated October 21, 2024 of Vinh City People's Committee to the members of the Steering Committee under Decision No. 575 dated March 15, 2024 of the Provincial People's Committee assigned to monitor and direct Vinh City (Department of Finance) and the Department of Natural Resources and Environment for consideration and direction.
The Provincial People's Committee requests members of the Steering Committee to seriously implement the direction of the Provincial People's Committee; assign working groups directly to the People's Committees of localities to regularly urge, guide, assist localities and require proper implementation of committed obligations.
Along with that, report and propose the Provincial People's Committee to direct disciplinary action against the Chairmen, Vice Chairmen of the People's Committee and related organizations and individuals in the locality who are irresponsible and do not approve the full amount of committed funds before December 31, 2024, leading to having to repay the budget.
Report on the results of inspection, urging, guiding and summarizing the results and progress of implementation of the assigned localities, and report to the Provincial People's Committee on December 15, 2024 and December 31, 2024.
Previously, in November 2023, the National Assembly agreed to add VND 1,275 billion in investment spending to resolve compensation and site clearance for the project to expand National Highway 1 through Nghe An province.
