In early 2025, Lac Son District Police coordinated to handle a group of teenagers carrying weapons, moving dozens of motorbikes without license plates, causing chaos on Provincial Road 438. The incident did not leave serious consequences thanks to timely detection and prevention.
At that time, the District Police Chief once said that not everyone could have predicted the consequences of gathering, racing, and carrying weapons. The good news is that parents and the children themselves, after being explained and having a legal dialogue, have clearly recognized their responsibilities. This is not easy to achieve without a persistent legal propaganda platform in advance.
In recent years, Lac Son is no longer a hot spot for security and order as in the period before 2020. The average rate of cases solved reaches nearly 90% per year; serious cases are thoroughly handled. Notably, in 2022, Vu Ban town - an area once identified as a complex center, has been officially transformed. That is the result of the synchronous combination of the regular police force and the movement of the entire people to protect national security, with the core being the work of disseminating and educating the law (PBGDPL) closely in each residential area.

According to the District Justice Department, from 2022 to present, the whole district has organized hundreds of legal propaganda sessions in remote communes such as Ngoc Lau, Tu Do, Van Nghia, Mien Doi... with more than 20,000 people participating. No longer dry text readings, many localities have created a way to "com role in the law" by using mobile speakers, staging situations, and organizing legal nights at neighborhood cultural houses. Some communes such as Tu Do and Nhan Nghia have also established a " core legal" group including prestigious people, retired cadres, teachers... participating in mediating conflicts, propagating on the spot, helping the legal message spread naturally and closely.
"I don't need to speak too highly, just remind people about the red book, the loan issue with high interest, the issue of children and grandchildren violating the law that the family has spread. The law comes from one's own experience," said a member of the core group of lawyers in Van Nghia commune.
Statistics show that the whole district currently maintains 254 neighborhood-level law bookcases, nearly 600 grassroots mediators, and 1,300 self-managed security and order organizations. Models such as "Self-managed inter-family group", "At home self-management", "Security ring", "School traffic safety group" ... are promoting practical effects in the community. In particular, since October 2024, the district has implemented traffic violation fines via cameras - a step to transform awareness to disciplined compliance with clear sanctions.
Good implementation of PBGDPL work also contributes to improving the quality of dispute resolution at the grassroots level. The mediation rate has reached over 85% in the past two years, mainly related to land, civil conflicts, and domestic violence. The cases were resolved early, remotely, without creating a long-term hot spot.
According to Ms. Bui Thi Ha - Head of the Lac Son District Judicial Department, maintaining security and order is not through orders or violence, but through people's trust in the fairness and transparency of the law. Only when everyone understands the law, will the law have a solid position in life.
