This new decision takes effect immediately from the time of signing, and at the same time replaces Decision No. 1336/QD-UBND dated September 16, 2020 of the Provincial People's Committee, in order to strengthen safety management and protect security and order in the construction area.
Nam Si Luong 3 Hydropower Plant is built in the area of Bum To and Bum Nua communes, invested by Song Da 705 Joint Stock Company.
The project has a total installed capacity of 25.4 MW with 2 units, providing an average electricity supply of about 89.53 million kWh/year to the national grid. The project started construction in the first quarter of 2017 and has been put into stable operation and use since the third quarter of 2021.
According to the adjustment plan, based on the criteria in Decree No. 62/2025/ND-CP of the Government, Nam Si Luong 3 Hydropower Plant is identified as a large hydropower project.
The project owns the Piano spillway with a maximum height of up to 52m and a reservoir with a total capacity of 0.96 million m3.
The power line of the plant in the form of a water tunnel is more than 2.3km long, running along the right bank of the Nam Si Luong stream, discharging water directly into the Nam Si Luong 4 Hydropower reservoir downstream.
To ensure absolute safety for people, property and works, Lai Chau Provincial People's Committee requested Song Da 705 Joint Stock Company to arrange 24/24 hour standing security forces (divided into 3 shifts) at two key targets: head dam checkpoint and factory checkpoint.
This force has the task of strictly controlling people and vehicles entering and leaving, patrolling the lake, protecting the pressure control tower, pressure pipes and the area for storing materials and documents. Vehicles with large tonnage are strictly prohibited from circulating on the dam surface.
In addition to security work, the investor is responsible for operating the fire prevention and fighting system reliably, maintaining backup generators for the bottom discharge gate, water retention warning siren system and specialized monitoring equipment.
The Provincial People's Committee also assigned Song Da 705 Joint Stock Company to closely coordinate with the Department of Industry and Trade, the Police, the Army and the authorities of Bum To and Bum Nua communes to promptly handle arising situations, and at the same time periodically report on the dam's safety status in accordance with regulations.
