After the historic flood in mid-July that caused damage of more than 550 billion VND, Lai Chau province requested a strong shift from passive response to proactive prevention and protection of people's lives.
According to the Lai Chau Provincial Portal, on the morning of August 22, Lai Chau province organized a conference to draw experience in disaster response and recovery.
The conference was held directly at the provincial bridge point and online to 38 communes and wards.
According to reports, since the beginning of 2026, Lai Chau has continuously been affected by extreme weather patterns. In particular, the flood from July 15-18 with rainfall in Pac Ta up to 583mm caused serious damage.

Natural disasters caused 9 deaths, 11 injuries; affected 1,297 houses, 770.9ha of crops, nearly 44ha of fish ponds and hundreds of hectares of natural forest.
Total estimated damage is more than 550 billion VND. The flash flood and landslide in Chit village, Muong Than commune on the morning of July 17 killed 9 people.
Faced with the above situation, the province has mobilized more than 1,300 officers and soldiers of the army, police, militia and 104 vehicles to participate in rescue and relief.
Functional forces evacuated 1,372 households from dangerous areas, supporting more than 900 households to repair their houses. In Muong Than, 24 resettlement houses were completed in just 18 days.
In addition, the Muong Than commune concentrated resettlement area project with a scale of 180 billion VND, an area of 10ha is being accelerated, expected to be arranged for 276 households located in high-risk areas before May 1, 2027.
Speaking to direct, Provincial Party Secretary Le Minh Ngan requested all levels and sectors to strongly shift from "passive response" to "proactive prevention", taking prevention as the main focus, preparing early, remotely, and from the grassroots level.

Localities must review disaster prevention and control plans closely to reality; resolutely relocate people from dangerous areas when warnings are issued.
The "4 on-the-spot" motto must be implemented practically, ensuring clear commanders, forces, vehicles, evacuation routes and gathering locations.
Protecting the lives and safety of the people is the highest requirement; prevention must go one step ahead" - Provincial Party Secretary Le Minh Ngan emphasized.
On this occasion, Lai Chau province commended 4 collectives and 9 individuals with outstanding achievements in overcoming the consequences of floods and stabilizing population in Muong Than commune.
