On November 4, Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen signed an urgent document, directing departments, branches, localities and Phu Quy special zone to proactively deploy synchronous response measures to minimize damage to people and property.
The Provincial People's Committee requires units to absolutely not be subjective or negligent, ensuring that all people are fully updated with information about the storm situation to promptly respond.

Lam Dong province assigned localities to review all lakes and dams, especially focusing on the operation of reservoirs (such as Da Bac lake, Song Luy lake), to have a regulatory plan suitable for flood developments, especially in cases where emergency flood discharge is needed, to ensure absolute safety for works and downstream areas.
Along with that, localities must deploy shock forces to urgently inspect and review coastal residential areas, streambanks, low-lying areas, areas at risk of flooding, flash floods, and landslides (especially places where heavy rain has just occurred).
Organize the preparation of plans to evacuate people to safe places when necessary.

The Border Guard Command of Lam Dong province is assigned to preside over the counting and promptly notify ships operating at sea of the location and direction of the storm to proactively avoid and escape from dangerous areas.
Border guards need to maintain smooth communication, prepare forces and means for rescue work at sea. Coordinate with the Maritime Port Authority and the Fishing Port Management Board to arrange ships to anchor safely (at Phan Thiet Fishing Port).

Floods over the past week have caused 5,433 houses to be flooded and damaged in 21/124 localities in the province. The total area of crops affected and damaged was about 10,835 hectares of crops of all kinds.
In addition, about 26 landslides occurred in 24/124 localities in the province, damaging about 15 bridges and culverts and many traffic routes were flooded and cut off.
It is estimated that up to now, floods have caused damage of about 116.8 billion VND. Currently, localities are continuing to organize reviews, countings, and synthesizes the damage situation.
According to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on November 4, storm Kalmaegi was in the central Philippines, with strong winds of level 13, gusting to level 16.
It is expected that on the morning of November 5, the storm will enter the East Sea (the central East Sea area), the wind will remain at level 13, gusting to level 16.
By the morning of November 6, the storm will move in a West-Northwest direction, likely to strengthen to level 14, gusting to level 17, about 500km from the coast of Gia Lai province.
Lam Dong Provincial People's Committee requests relevant departments, branches and localities to be on duty strictly 24/24 hours, fully prepare forces, vehicles and materials according to the "4 on-site" motto to proactively respond and overcome the consequences of the storm in a timely and effective manner.
