On August 13, Mr. Le Trong Yen - Standing Vice Chairman of Lam Dong Provincial People's Committee reported to clarify the phenomenon of localized subsidence and cracking in the ground of Gia Nghia Central Square.

According to the People's Committee of Lam Dong province, the project was approved by the People's Committee of Dak Nong province (old) in 2022, then adjusted in January 2026, with a total investment of 400 billion VND from the central budget.
The project started in December 2022, currently completing about 92% of the contract volume.
The remaining part is mainly on an area of 1.14ha that was newly cleared in July 2026, expected to be completed in November 2026.
The core area of the square is about 23,094m2 wide, including 2 areas with different structures. The other half is built on the reinforced concrete structure of the Exhibition and Convention Center; the other half is about 11,726m2 wide, paved directly on the natural foundation, height from 6-14m, with a total volume of paved soil of about 205,000m3.

In the embankment area, localized subsidence and cracking appeared on an area of about 700m2, equivalent to 3% of the yard surface. The average subsidence is about 15cm, the lowest is 10cm and the deepest is 20cm.
The phenomenon is concentrated in a strip of about 5m wide, close to the junction between the reinforced concrete structure and the embankment soil foundation. Subsidence and cracking have broken and broken some paving stones and caused localized water stagnation on the yard surface.
According to the technical documents provided by the investor, the subsidence phenomenon was predicted in the design. In 15 years, the subsidence of the embankment block was calculated from 18-69cm depending on the location; in the first 24 months, it is expected from 12-33cm.
Request to continue monitoring and overcoming after the foundation stabilizes
The Department of Construction and Construction Investment Project Management Board No. 3 identified the cause of subsidence and cracking as the process of compaction of the embankment foundation under the impact of load, along with differences in geological conditions and subsidence speed between areas.

In particular, the transition area between reinforced concrete structure and embankment soil has different stability, leading to uneven subsidence, affecting the top finishing layer.
Lam Dong Provincial People's Committee requests the investor to coordinate with design consultants and contractors to continue monitoring the extent and scope of actual subsidence and compare it with the parameters calculated in the design dossier.
In the first 2 years, units must continue to monitor and monitor the diễn biến of subsidence. When the soil foundation is basically stable, the contractor will repair, replace and comprehensively repair the yard surface according to the approved design.

The Provincial People's Committee also requested to study and supplement water collection ditches in the grass area, review the pitch height, handle water stagnation locations and restore damaged stone layers.
The cost of subsidence compensation and repair of damages will be carried out by the contractor during the construction and construction warranty period, from the contractor's budget according to regulations and contracts.
Currently, the Fair and Exhibition Center item has been accepted and completed for conditional use.

The remaining items, including the square ground, will continue to be completed and are expected to be fully accepted in November 2026.
The Provincial People's Committee requested relevant units to continue to assess the extent and scope of actual subsidence and compare it with design parameters in the first 2 years.
After the soil foundation is stable, the contractor must repair and overcome it comprehensively, ensuring safety, long-term stability and meeting the needs of use and event organization at the square.

Monitoring and comparing actual data with design documents will be the basis for assessing subsidence developments, determining the scope to be overcome; and at the same time clarifying the responsibilities of the parties and ensuring investment efficiency for the project with a total investment of 400 billion VND.
