On September 19, Mr. Luu Van Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Lam Dong province - and the working delegation inspected the cracked and subsided area in Dak Snao village, Quang Son commune.

In the evacuation area, the working delegation visited and encouraged affected households, inspected living conditions and landslide and cracked locations in the coffee hill area, houses, and production land.

On this occasion, the delegation presented 79 gifts to affected households, each gift worth 5 million VND from the Relief Fund of the Vietnam Fatherland Front Committee of the province, along with rice and essential goods.

According to the report of the Quang Son Commune Party Committee, from August 31st to September 14th, prolonged heavy rain caused water retention in the soil, leading to cracks and subsidence in Dak Snao village.

By September 17th, the area where subsidence appeared averaged about 20cm. The cracks extended about 300m, 6-17cm wide, distributed along the hillside and residential areas, and tend to continue to expand.

The affected area and high risk of landslides is about 4ha. Faced with the above situation, Quang Son commune has relocated 79 households with 454 people out of the dangerous area. People are arranged in a shack area of about 3,000m2 and a village cultural house.

The locality has also ensured domestic water, electricity, food, and essential goods and maintained the "4 on-site" motto, ready to evacuate more people when necessary.

Planning for resettlement area arrangement

Also related to the situation of cracking and subsidence in Dak Snao village, no casualties have been recorded so far.

However, the cracking and subsidence has affected about 4 hectares of crops including coffee, pepper and other crops; some houses are at risk of being unsafe.

According to functional agencies, the situation of cracks and subsidence is at risk of continuing to develop if heavy rain lasts.

Therefore, it is necessary to urgently survey the geology, assess the causes, scope of impact and risk of landslides.

In the long term, Quang Son commune proposes to arrange resettlement areas in plots 1, 2, sub-zone 1692, with an area of about 20ha.

Mr. Luu Van Trung requested that people absolutely not return home to dangerous areas at night or stay overnight. Temporary residence areas need to be reviewed and reinforced to ensure safety.

Provincial leaders requested the locality to get people's opinions on the resettlement plan, ensuring conditions for housing and livelihoods; and at the same time inventory houses, assets, crops, and livestock to assess damage, as a basis for proposing support.

Departments and sectors are required to study the necessary procedures to declare a state of emergency for natural disasters in the Dak Snao village area.

At the same time, hire a professional consulting unit to assess the cracking and subsidence situation, the level of soil foundation stability and the risk of landslides, as a basis for proposing long-term solutions.
