In recent days, heavy rain in Lao Cai province has caused flooding, landslides of soil and rock in many areas, causing damage to the property of the State and people.
Many national highways, provincial roads and rural traffic roads are flooded and eroded; some residential areas along rivers, streams, slopes, and taluy bases have landslide points or high risk of landslides.
Faced with the above situation, on September 17, the Chairman of Lao Cai Provincial People's Committee issued an urgent document requesting departments, agencies, branches, agencies, units and localities to continue to drastically implement measures to respond to and overcome the consequences of natural disasters, and soon stabilize people's lives.
People's Committees of communes and wards are required to strictly implement the "4 on-the-spot" motto, fully prepare forces, vehicles, supplies, food, drinking water, medicine and necessary conditions to be ready for response, rescue, and relief right from the first hour.
In particular, localities must review all residential areas along rivers, streams, low-lying areas, slopes, taluy bases and places where flash floods, landslides, and subsidence have occurred or are at risk of occurring.
The Chairman of the Provincial People's Committee requested to resolutely evacuate and relocate people in unsafe locations, especially households that have been affected in Cau Thia ward and Phinh Ho, Hanh Phuc, Van Chan communes; areas with heavy rainfall such as Ta Xi Lang, Cat Thinh.
Localities must absolutely not allow people to return to dangerous areas when safety is not guaranteed; and proactively arrange temporary accommodation, food, drinking water and essential necessities for households that must be evacuated and relocated.
The province also requested urgent support for injured people, families of victims, households with housing damage and vulnerable groups; and at the same time restore essential services, environmental sanitation, disease prevention and control and fully statistics damage to serve as a basis for implementing support policies.
Functional forces must resolutely not allow people and vehicles to pass through in unsafe locations. Machinery, vehicles, and supplies must also be arranged ready to handle landslide points, restore traffic to serve rescue and essential travel needs of people.
The Department of Construction is required to prepare forces, materials, vehicles, and machinery to overcome landslides and traffic congestion, prioritizing roads serving rescue, relief, evacuation of people and transportation of necessities.
The Provincial People's Committee also requested localities and relevant units to maintain a 24/24 hour on-duty regime for natural disaster prevention and control, closely monitor forecast bulletins, warnings of rain, floods, flash floods, landslides; promptly inform local authorities and people.
