Binh Yen craft village in Binh Yen village, Nam Thanh commune, Nam Truc district, old Nam Dinh province (now Binh Yen village, Nam Ninh commune, new Ninh Binh province) is a traditional craft village that has existed for a long time, specializing in recycling and casting aluminum, the number of production households accounts for about 30%.
According to local people, for decades, aluminum recycling and casting activities have not only polluted the air but also "killed" the canal and ditch systems in the area.
It is known that Binh Yen village has a natural relic of 72 hectares, a population of 1,752 people with 520 households including 2 hamlets (hamlet 1 and hamlet 2). Binh Yen village is recognized as a craft village specializing in mechanical production (household aluminum products). However, by 2025, the old Nam Dinh Provincial People's Committee removed Binh Yen village from the list of craft villages in the province, because the production industries are on the list of industries that do not encourage development and are at high risk of causing environmental pollution.


To minimize environmental pollution in Binh Yen village, Nam Ninh commune, Ninh Binh province in the period 2025 - 2030, the Resolution of the Executive Committee of the Party Committee of Nam Ninh commune sets out the target for 2025 - 2026, reviewing and classifying establishments and households producing in 2 groups. Including groups of establishments and households producing in industries encouraged for development and groups of establishments and households producing causing environmental pollution in industries not encouraged.
Accordingly, establishments and households producing in craft villages must implement environmental protection measures in accordance with the law, implement measures to reduce emissions, dust, heat radiation, wastewater and treat on-site environmental pollution, collect, classify and treat solid waste in accordance with regulations. Focus resources on dredging and treating sludge at rivers and canals around the village area.
The Resolution of the Executive Committee of the Nam Ninh Commune Party Committee clearly states that by 2030, convert unencouraging industries according to regulations to suitable industries. Relocate 10% of environmentally polluting production facilities to industrial parks and clusters.
