Lang Son Provincial People's Committee has just approved the addition of 7 locations planned for landfills for excess soil, rocks, and construction materials arising during the construction of the Dong Dang - Tra Linh expressway resettlement area project, in the form of PPP.
The total area of 7 locations is about 64,275.4 m2, equivalent to 6.42 ha. Excess soil and rock dumping sites are supplemented according to the proposal of Dong Dang - Tra Linh Expressway Joint Stock Company and the Department of Agriculture and Environment.
Locations include: surplus soil and rock storage yard at Km33+500, Ban Pieng village, Trang Dinh commune; Km35+540, Tham Luong village, Trang Dinh commune; Km34+000 waste yard (left line), Na Ca village, Trang Dinh commune; surplus soil and rock storage yard Km34+200 (right line), Na Ca village, Trang Dinh commune; Km34+600 waste yard (left line), Na Ca village, Trang Dinh commune; Km44+246 expanded dumping yard (left line), Ban May village, Trang Dinh commune; and Km47+350 dumping yard (left line), Coc Toong - Tha Lua village, That Khe commune.
In addition, the Provincial People's Committee also requested project enterprises and construction units to only transport and dump excess soil, rocks, and construction materials in the correct approved locations.
These units must also fully implement environmental pollution reduction measures according to the approved environmental impact assessment report and current regulations.
The Provincial People's Committee requests that in the process of transporting and dumping waste, the investor and the construction unit must ensure safety, environmental protection, and ecological landscape; return the ground before handing it over to the locality, households, and individuals for management and use.
At the same time, businesses must complete procedures related to land, environment, forestry and coordinate with local authorities to handle arising problems.
The Provincial Land Fund Development Center is assigned to carry out measurement, inventory, and develop compensation and support plans according to regulations.
The People's Committees of Trang Dinh and That Khe communes are responsible for coordinating measurement, inventory, and developing compensation and support plans for trees, crops and assets on land; and at the same time strengthening inspection and supervision of the dumping of excess soil and rock, ensuring that the expressway construction process takes place in accordance with regulations.
