On March 7, according to Lao Dong's source, the People's Committee of Lang Son province decided to establish four special working groups to inspect and direct the resolution of outstanding issues, ensuring investment progress and efficiency.
According to the decision recently signed by Chairman of the Provincial People's Committee Ho Tien Thieu, the working groups will focus on public investment projects, investment in the form of public-private partnership (PPP) and projects using non-state budget capital.
Each working group will be led by a leader of the Provincial People's Committee, directly directing the work of reviewing and removing obstacles. The team members include leaders of many key departments and branches such as Finance, Agriculture and Environment, Construction, Industry and Trade, Justice, Provincial Inspectorate, Dong Dang - Lang Son Border Gate Economic Zone Management Board, Provincial Police, Provincial Tax Department, Provincial People's Committee Office.
Working Group No. 1 is headed by Chairman of the Provincial People's Committee Ho Tien Thieu, focusing on projects in Chi Lang and Huu Lung districts.
Working Group No. 2 is led by Permanent Vice Chairman of the Provincial People's Committee Duong Xuan Huyen, in charge of Van Quan, Binh Gia and Bac Son districts.
Working groups No. 3 and 4, led by Vice Chairmen of the Provincial People's Committee Luong Trong Quynh and Doan Thanh Son, will solve difficulties for projects in Cao Loc, Loc Binh, Lang Son City, Van Lang, Trang Dinh and Dinh Lap.
With a wide scope of inspection, working groups will review projects showing signs of being behind schedule, using land ineffectively or at risk of causing loss and waste of resources. In particular, abandoned projects that have not been implemented for many years will be considered for strict handling according to the provisions of law.
One of the important tasks of the working groups is to identify the causes of delay for each project, clarify the responsibilities of relevant organizations and individuals and propose solutions. The Provincial People's Committee also assigned the Department of Planning and Investment to preside over the synthesis of reports, and at the same time advise on strict handling measures.
The decision of the People's Committee of Lang Son province emphasizes the principle of collective work but emphasizes the individual responsibility of each member of the working group. The teams will work under a concurrent mechanism, mobilizing staff of the units to carry out their tasks.
The inspection is expected to be completed in March 2025.
The establishment of this working group is expected to help promote the progress of important projects, especially infrastructure investment projects and socio-economic development of the province.
At the same time, strictly handling violations will also contribute to improving the efficiency of land and resource use, avoiding land abandonment and prolonged suspended projects.
