Lang Son Provincial People's Committee issued a document requesting departments, agencies, branches and authorities of 65 communes and wards to strengthen discipline, order, and improve public service ethics and office culture.
According to the direction, the results of task performance, progress, work quality and satisfaction level of people and businesses will be an important basis for evaluating and ranking cadres, civil servants, and public employees.
The evaluation must be linked to the product, output results and specific responsibilities of each person. Proactive, creative, dare to think, dare to do officials for the common good are commended.
People with limited capacity, irresponsibility, often avoiding, shirking, or allowing work to be delayed and prolonged will be considered for handling and rearranged according to their authority.
Agencies must review regulations and processes for handling work according to the principle of "clear people, clear tasks, clear responsibilities, clear time, clear results"; determine personal responsibility in each stage, not allowing tasks to be backlogged due to subjective reasons.
The Provincial People's Committee also requested to cut unnecessary intermediaries, overcome the situation of transferring jobs or requiring other units to perform tasks under their responsibility.
Meetings must be appropriately composed, practical, and time-saving; prioritize online meetings with appropriate content.
Cadres, civil servants, public employees and laborers are not allowed to use alcohol, beer, and alcoholic beverages during working hours, lunch breaks of working days and duty days; do not cause trouble, harassment or prolong the time to resolve work of organizations and individuals.
In resolving administrative procedures, units are strictly prohibited from arbitrarily adding components to dossiers, conditions, requirements, procedures or extending time beyond regulations.
Dossiers being processed, about to expire or overdue must be regularly reviewed, clearly identifying the causes and responsible persons.
If the dossier is delayed due to subjective errors of the agency or official, the unit must apologize to the organization or individual and handle responsibility according to regulations.
The attitude and communication skills of people directly working with people and businesses must also be checked and rectified when there are signs of authoritarianism and harassment.
The head is fully responsible if management is lax, leading to internal disunity, work stagnation, or subordinate officials repeatedly violate but are not detected or handled.
In serious cases, the Provincial People's Committee will consider the responsibility of the head or propose competent authorities to handle it.
The Department of Home Affairs is assigned to inspect and urge the implementation, focusing on unscheduled inspections at the department directly handling procedures for people and businesses.
