Regarding this, on February 21, 2025, the Department of Construction issued Document No. 1296/SXD-VP on giving opinions on the draft announcing the conclusion of a surprise inspection of the reception and settlement of administrative procedure records according to the reflection and recommendation of citizens on administrative regulations at the Department of Construction sent to the City Public Administration Service Center.
Regarding the contents of Notice No. 120/TB-TTPVHCC dated April 23, 2025 related to the content of late documents in the field of construction permit issuance (GPXD), the Department of Construction explained and supplemented a number of contents as follows:
Regarding the dossier of Thai Son Construction Investment Joint Stock Company proposing to adjust GPXD for special-level, level I, level II works, the City Public Administration Service Center stated: Time to handle the steps on the system: Completion date on the system is overdue according to regulations (June 28, 2024 - Civil servant Dang Anh Tuan), not yet attached to the results on the system according to regulations.
Explaining content: One-stop department civil servant Dang Anh Tuan has transferred the step to return the results (end of the process) on the system, however, the system reported the end on June 28, 2024. This is an objective error due to online public service software.
At this time, the dossier is still received and resolved directly at the one -stop shop, the update of information on the system is only for the purpose of monitoring the settlement process, there is no specific provision on the need to attach the results file on the public service system.
Regarding the dossier of Vietnam Construction Investment Development Joint Stock Company, the construction of new construction construction site for special level, grade -I and level II - for the dossier of the construction of the construction site group project, the City Public Administration Center stated: overdue: Ha Ngoc Son civil servant accepted (13.6 newly transferred); Department leaders are Deputy Director of Literature (13 - 19.6 newly transferred); Civil servants Ha Ngoc Son (19.6 - 1.7 pay 1 door); Both overdue processes on the system (14.6 - 1.7) have not attached results on the system as prescribed.
Explanation: The dossier when delivered to the handling specialist on May 17, 2024, the dossier handling deadline is according to regulations on June 14, 2024. On June 6, 2024, the Construction Licensing Department submitted to the leaders to sign and issue GPXD No. 12/GPXD and the investor signed the results on June 7, 2024.
Thus, the Department of Construction has carried out the settlement of administrative procedures in granting the above GPXD dossier 8 days ahead of schedule.
The late late cause on the public administrative system is due to the system's software, specifically: The process of processing records, Ha Ngoc Son expert accepted to transfer steps on the software system in accordance with the steps.
However, on June 13, 2024, the system returned the documents without any reason even though on June 6, 2024, the Department of Construction issued GPXD No. 12/GPXD and returned the results to the investor, there were no specific regulations on having to attach the results file to the public service system.
The situation of the transferred and returned documents has occurred many times due to software system errors. At the time of handling the documents, Deputy Director of the Department of Construction of Luyen Phuong District had not been provided with an account and instructions on how to use the software.
Thus, the Department of Construction has implemented the settlement of administrative procedures in the field of granting GPXD on time without delay or delay, ensuring compliance with the process of settling administrative procedures and handling administrative procedures, not as stated in Notice No. 120/TB-TTPVHCC dated April 23, 2025 of the City Public Administration Service Center.
Based on the above explanation, the city administrative service center concludes the slow and late content of the Department of Construction for administrative procedures on construction permits and responsibilities of individuals is not accurate, so the Department of Construction proposes the City Public Administration Center to abandon the above conclusion content in Notice No. 120/TB-TTPVHCC on April 23, 2025.
