On December 3, the Department of Health of Soc Trang province received a directive from the Chairman of the Provincial People's Committee on the inspection and examination of cosmetic establishments operating without a license. Document No. 3911/UBND-NC was signed by Mr. Nguyen Van Khoi - Vice Chairman of the People's Committee of Soc Trang province on December 2.
According to the document, after reviewing Ms. T.C.L's petition to request direction for the illegal acts of Phuong Spa, PAPU Aesthetic Institute, Ms. Phan Thi Truc Phuong and Dr. Doan Huu Duc for performing rhinoplasty, rhinoplasty, prescribing medication... without a license to operate medical examination and treatment from a competent authority.
The Chairman of the People's Committee of Soc Trang province has directed: "Based on functions and powers, request the Department of Health to direct the inspection and examination of law compliance in medical examination and treatment activities for cosmetic establishments according to citizens' feedback; strictly handle violations of the law (if any)".
The leader of the Soc Trang Provincial Department of Health said that the unit will establish an interdisciplinary inspection team to inspect Phuong Spa (currently PAPU Beauty Institute). The inspection team includes the Department of Health Inspectorate, the Department of Medical and Pharmaceutical Affairs, the Department of Internal Political Security (PA03) of the Soc Trang Provincial Police, the Soc Trang City Health Department and the Ward 6 Health Station. After the inspection, if there are enough violations to handle, the Department of Health will impose a fine and, if necessary, will propose to transfer the case to the police for further investigation and handling.
Previously, on November 29, 2024, Ms. T.C.L (37 years old), residing in Vinh Chau Town (Soc Trang Province) sent a petition to the People's Committee of Soc Trang Province and the Department of Health of Soc Trang Province with the content of requesting clarification of responsibilities and handling according to the law of individuals who caused harm to her health. Currently, Ms. L often has a fever, a sore nose and discharge.
According to Ms. L's petition and statement, this person's sister knew Ms. Phan Thi Truc Phuong - the owner of a Spa in a residential area on Hung Vuong Street, Soc Trang City. This Spa later changed its name to PAPU Beauty Institute.
A year ago, Ms. Phuong invited Dr. Doan Huu Duc (HCMC) to the spa to perform rhinoplasty on Ms. L on November 25, 2023. After the surgery, Ms. L's nose often ached and had discharge. At this time, Ms. Phuong texted the customer a number of pharmacies to buy and take herself, including Medrol 16mg (take 1 pill in the morning, 1 pill in the afternoon).
Seeing that her nose was still painful and runny, Ms. L. continued to buy Medrol 16mg and took it for more than 2 months. From the beginning of 2024 until now, the 37-year-old woman's face has shown unusual signs of roundness. On November 29, Ms. L. went to Can Tho Central General Hospital for examination. The doctor diagnosed her with gastric reflux, gastritis and duodenal ulcers, essential hypertension, drug-induced Cushing's syndrome, chronic adrenal insufficiency, etc.
