On September 17, in the face of prolonged heavy rain causing flooding and division in many areas, leaders of Thanh Hoa province directly inspected the reality and directed response and overcoming efforts.
Inspecting flooded points in Tong Son, Dong Thanh communes and Bim Son ward, Mr. Nguyen Hong Phong - Standing Deputy Secretary of Thanh Hoa Provincial Party Committee said that the flooding situation occurs in the rainy and storm season, in addition to objective causes, there are also subjective causes due to the planning and design of canal and drainage systems that are not guaranteed, lack synchronous planning, and lack connection.
Therefore, he proposed that local Party committees and authorities, along with departments and branches, reorganize the overall planning; and at the same time accelerate projects that have been allocated capital, soon complete investment procedures, site clearance procedures and disbursement of capital for projects that have been approved for investment, and at the same time request localities to proactively inspect early and remotely, not waiting until floods occur to start reviewing and preparing.
On the morning of September 17, Mr. To Anh Dung - Deputy Secretary of the Provincial Party Committee, Chairman of Thanh Hoa Provincial People's Committee and the working delegation also went by boat to inspect the flood situation in Kim Tan commune.

The Chairman of the Provincial People's Committee requested the locality and task forces to review households in the isolated area, especially families with elderly people, young children, and vulnerable people to have support plans.
The forces are required to promptly provide food, drinking water and essential necessities for people during the time of separation; strengthen forces and means to support when necessary.
Also on the morning of September 17, Mr. Trinh Tuan Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Thanh Hoa Provincial Fatherland Front Committee inspected flood response work in Xuan Lap and Xuan Tin communes along the Cau Chay River.

Mr. Trinh Tuan Sinh requested the two localities to closely monitor water level developments, review key locations, maintain 24/24 hour duty, prepare plans to relocate people in areas at risk of deep flooding and fragmentation; and at the same time mobilize forces and vehicles according to the "4 on-site" motto to ensure the safety of the dyke line and people.
Inspecting in Thieu Toan, Thieu Hoa and Dong Tien communes, Mr. Mai Xuan Liem - Standing Vice Chairman of Thanh Hoa Provincial People's Committee requested localities to continue to monitor weather conditions, water levels on rivers and deeply flooded areas to proactively plan responses.

Regarding the flooded agricultural production area, Mr. Mai Xuan Liem requested coordination with irrigation units to operate pumping stations and clear the canal system for drainage.
On the same day, Mr. Dau Thanh Tung - Vice Chairman of Thanh Hoa Provincial People's Committee inspected the situation in Vinh Loc and Dinh Hoa communes.
In Dinh Hoa commune, the inspection team inspected Noi Ha Pumping Station, a project responsible for draining water for the basins of Dinh Tan, Yen Dinh and Dinh Hoa communes, and also a key location on the Cau Chay river dike.

Also on September 17, Chairman of Thanh Hoa Provincial People's Committee - Mr. To Anh Dung issued Urgent Dispatch No. 06/CD-UBND on focusing on directing response and overcoming the consequences of floods, inundation, and landslides.
According to the telegram, departments, branches, and localities are required to continuously monitor the developments of rain and floods, deploy response measures according to the "4 on-the-spot" motto; organize 24/24 hour duty, proactively plan to relocate people from areas at risk of flooding, landslides, and flash floods.
The Chairman of Thanh Hoa province also requested to postpone unnecessary meetings to focus on disaster prevention, control and recovery; based on the actual situation to proactively allow students to take leave from school when safety is not guaranteed.
