On the afternoon of July 23, Mr. Nguyen Van Tho - Standing Vice Chairman of the Ho Chi Minh City People's Council - and the working delegation had a working session with Xuan Son and Binh Gia communes to assess the situation after one year of operating the 2-level local government model, and at the same time record difficulties, obstacles and recommendations from the grassroots level.
Reporting at the working session, commune-level localities said that besides the achieved results, there are still difficulties in staffing, facilities, interlinking specialized software; some problems with land... and proposed measures to remove them.
For example, Xuan Son commune still lacks 8/65 temporarily assigned staff while the workload has increased significantly after decentralization with 1,013 tasks and resolving 402 administrative procedures, so it is proposed that Ho Chi Minh City leaders consider supplementing and strengthening training and arranging cadres suitable for job positions, especially in areas requiring in-depth expertise. Or propose removing obstacles for nearly 37.8ha of land overlapping protection forest planning; adjusting the orientation of using 326.64ha of land previously planned for high-tech agricultural application...
Through the working session, Mr. Nguyen Van Tho acknowledged the proactive spirit of localities in implementing tasks after a year of operating the 2-level local government model. At the same time, he requested local leaders to continue to promote the spirit of daring to think, daring to do, and daring to take responsibility for the common good.
For issues under authority, it is necessary to proactively lead, direct and resolve them thoroughly, without avoiding or shirking responsibility. Contents beyond authority need to be reviewed and clearly classified the responsibilities of localities and departments and branches to report to competent authorities for consideration and synchronous handling, avoiding the situation of small and disjointed petitions.
Proactively removing bottlenecks and definitively handling contents under local authority will ensure that the 2-level local government model operates stably, effectively and serves people better and better.
