Propose early regulation of the number of people working in commune-level public service units

Can Tho - The locality proposes to soon have job positions, professional title structures and the number of employees at commune-level public service units.

Sending a petition to the Ministry of Home Affairs, Can Tho City proposed that the Ministry of Home Affairs soon advise the Government to issue a Decree on the management and use of civil servant payroll (partly replacing Decree No. 62/2020/ND-CP dated June 1, 2020 of the Government on job positions and civil servant payroll) and a Decree on the management and use of the number of employees in public non-business units (partly replacing Decree No. 106/2020/ND-CP dated September 10, 2020 of the Government on job positions and the number of employees in public non-business units).

In which, it is necessary to soon specify the list of job positions, professional title structure and number of employees for commune-level public service units such as: General Service Center, Construction Investment Project Management Board and Commune-level Health Station, creating a legal basis for localities to consolidate organizational structure, arrange personnel and organize stable and effective operations.

Responding to the above proposal, the Ministry of Home Affairs said that implementing Decision No. 304/QD-TTg dated February 13, 2026 of the Prime Minister promulgating the Plan to implement Law on Civil Servants No. 129/2025/QH15, the Ministry of Home Affairs has advised and submitted to the Government for promulgation Decree No. 232/2026/ND-CP dated June 26, 2026 regulating the position of civil servants.

In which, the Decree is issued with 3 lists of job positions: List of job positions for management public employees; List of job positions for professional and non-business public employees (including job positions for public employees in the health sector, general services at the commune level, construction investment projects); List of supporting job positions.

Accordingly, based on the provisions of Decree No. 232/2026/ND-CP mentioned above, localities shall proactively implement the determination of job positions used at the General Service Center, Commune-level Health Station according to their authority, in accordance with the functions and tasks of the unit as prescribed.

Implementing the assigned tasks, the Ministry of Home Affairs has developed a draft Decree on the management and use of civil servant payroll (replacing the regulations on civil servant payroll management in Decree No. 62/2010/ND-CP) and a Decree on the management and use of the number of employees in public service units (replacing the regulations on management and use of the number of employees in Decree No. 106/2020/ND-CP).

These decrees have been sent to the Ministry of Justice for appraisal, and are currently being completed and submitted to competent authorities according to regulations.
