Lao Cai tightens public service discipline, ending the situation of avoidance and pushing

Lao Cai - The province requests to tighten public service discipline, publicize the results of task performance and strictly handle cases of avoidance and shirking.

On July 31, information from the Lao Cai Provincial Party Committee, the Standing Committee of the Provincial Party Committee has just issued Directive No. 38 on strengthening discipline and order, overcoming the situation of avoidance and shirking in the performance of tasks, in order to create a strong change in the spirit of responsibility, meeting development requirements in the new period.

According to the Directive, after implementing the two-level local government model, Party committees and authorities at all levels have made many efforts to improve public service ethics and responsibility for performing tasks.

However, in some agencies and units, there is still a situation of slow policy concretization; coordination is not close; a part of cadres and civil servants work in moderation, fearing mistakes, fearing responsibility, avoiding or shirking work.

Some heads are not decisive in directing and operating, affecting the effectiveness of state management, the investment and business environment, and the trust of people and businesses.

The Directive sets out the goal of tightening administrative discipline and order according to the motto "do it thoroughly", thoroughly overcoming the situation of avoidance and shirking in the performance of official duties; building a contingent of cadres who are brave, honest, professional, dare to think, dare to do, dare to take responsibility for the common good; contributing to building a modern, serving, and constructive administration.

Notably, the Directive sets out many specific targets such as the rate of resolving administrative procedure dossiers correctly and ahead of schedule annually reaching 95% or more; 100% of task assignment documents ensure the "6 clarity" principle including clarity of people, clarity of tasks, clarity of time, clarity of responsibilities, clarity of products and clarity of authority.

At the same time, 100% of tasks (except for regular tasks and content within the scope of state secrets) are digitized and monitored on the KPI evaluation system and the Provincial Party Committee's task progress monitoring and supervision system.

The Directive also requires 100% of leaders and managers to self-assess and evaluate quality quarterly in relation to output results and products; inspection, examination, and audit conclusions must be planned for implementation with an completion rate of 90% or more.

All reflections of people and businesses on acts of avoidance, pushing back, causing trouble must be verified, handled or answered within a maximum of 30 working days.

According to the Directive, every quarter the province will publicize the list of units and individuals with good task performance results and cases of slow progress; strengthen specialized inspections and unscheduled inspections for agencies and units showing signs of stagnation, avoidance, shirking or internal disunity.

Officials who are assessed as "Not completing tasks" in two consecutive quarters will be considered for handling responsibility according to regulations.

The Standing Committee of the Provincial Party Committee requests Party committees, agencies, and units at all levels to complete the dissemination and development of plans to implement the Directive in August 2026.

Heads of agencies and units are directly responsible to the Standing Committee of the Provincial Party Committee for the implementation results; functional agencies will regularly inspect, supervise, and promptly commend collectives and individuals who perform well, and at the same time strictly handle violations.
