Lao Cai warns people not to go to the reservoir area when discharging floodwater

Lao Cai - The Provincial People's Committee requests departments, branches and localities to strengthen propaganda, not to let people come to dangerous areas when reservoirs regulate flood discharge.

Lao Cai Provincial People's Committee has just issued a document requesting departments, branches, and localities to synchronously implement solutions to ensure the safety of works and downstream areas of reservoirs belonging to inter-reservoirs on the Red River basin in the 2026 flood season.

Accordingly, implementing the direction of the Ministry of Agriculture and Environment, the Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Industry and Trade to inspect and review plans to prepare human resources, materials, vehicles and warning information systems to proactively respond when reservoirs operate to regulate and discharge floods.

The inspection focuses on dyke areas, under construction works, downstream warning systems, aquaculture cages, ferries, waterway transport vehicles, mineral exploitation activities, production and riverside cultivation to minimize damage caused by rain and floods.

The Department of Agriculture and Environment is also assigned to be the focal point for receiving information on reservoir operation orders and unusual situations to promptly deploy measures to ensure the safety of downstream areas.

The Provincial People's Committee requests the Provincial Police to direct grassroots police forces to coordinate with local authorities to inspect and strictly handle violations of the law on dikes, encroachment on riverbeds, riverbanks, illegal construction in flood drainage corridors and ensure security and order in the process of handling violations.

For the People's Committees of communes and wards, the province requests to strengthen propaganda and mobilize people and tourists not to take photos, fish, collect firewood or carry out activities in the downstream area of the dam when reservoirs regulate flood discharge to prevent unfortunate incidents.

In addition, provincial press agencies coordinate with the Department of Agriculture and Environment and local authorities to promote propaganda on reservoir operation procedures, warning of unsafety risks during the rainy and flood season so that people in downstream and riverside areas can proactively prevent them.

The Chairman of Lao Cai Provincial People's Committee requested departments, branches, and localities to closely coordinate in the process of implementing tasks, ensuring the safety of reservoir works and downstream areas in accordance with regulations, contributing to reducing natural disaster risks in the 2026 rainy and flood season.
