On April 21, information from the People's Committee of Lao Cai province, Vice Chairman of the Provincial People's Committee Phan Trung Ba has just issued Directive No. 7, requesting levels and sectors to improve the capacity of disaster prevention and control and search and rescue, be proactive early, and minimize damage to people and property.
Accordingly, from the beginning of 2026 to now, the province has recorded many periods of heavy rain, hail, and thunderstorms causing significant consequences.

Natural disasters injured 14 people, thousands of houses damaged, roofs blown off; more than 200 hectares of crops affected, total estimated damage of about 60 billion VND.
According to forecasts from the meteorological agency, extreme weather in 2026 and the following years will continue to be complicated and unpredictable, with the risk of increasing dangerous forms such as severe cold, severe cold, heavy rain, flash floods, landslides, flooding, hot sun and drought.
Faced with this reality, Lao Cai Provincial People's Committee requests departments, branches, and localities to strictly grasp legal regulations and directions of the Central Government and the province on disaster prevention, response and recovery.
This work is identified as a key and regular task, implemented according to the motto of prioritizing prevention, combining "four on-the-spot", proactive from early, remote, and right from the grassroots level.

Localities must urgently summarize and evaluate the work of disaster prevention and control and search and rescue, point out limitations and causes to promptly rectify. This content will be completed in May 2026, and reported to the Provincial Civil Defense Command.
At the same time, the consolidation of forces, clearly assigning responsibilities to each agency and unit is set out, ensuring "clear people, clear tasks, clear focal points".
High-risk areas such as riverside areas, streams, low-lying areas, landslide and flash flood risk points, along with dam systems and essential infrastructure works must be reviewed and updated with specific response plans, avoiding passivity and surprise.

The province also requests to fully prepare forces, vehicles, and supplies; maintain duty and command duty regimes; improve coordination between forces to be ready to handle arising situations promptly.
Localities must review and update natural disaster prevention and control plans for 2026 according to each level of risk; proactively plan to evacuate people from dangerous areas; inspect and handle key points; and at the same time strengthen propaganda and training in response skills for people.
