Accordingly, Lao Cai province sets a goal to build a regular, elite, and modern people's police force; and at the same time improve mechanisms and policies to attract and value talents, encourage dynamic and creative officials, dare to think, dare to do and dare to take responsibility for the common good.
By the end of 2026, the Provincial Police will complete the consolidation of the organizational structure, functions, tasks and powers of units, ensuring stable operation until 2030 and subsequent stages.
In addition, the locality focuses on building a list of job positions, rationally structuring the contingent of cadres in terms of age, gender, professional qualifications and ethnic composition; effectively implementing the motto "choose the right person, assign the right job", "having in, having out", "having up, having down" in cadre work.
By 2030, Lao Cai strives to build a comprehensively strong, incorruptible, disciplined, professional, modern, humane and close to the people police force; with high quality, meeting the requirements of ensuring security and order in the new situation.
Notably, the province sets a target of 20-30% of police leaders and commanders having sufficient capacity to work in an international environment; and at the same time forming a team of specialized officers in key areas such as science and technology, digital transformation, and high-tech crime prevention.
Many specific targets have also been set out such as the annual rate of violating officials and party members being disciplined is below 0.5% of the total number of personnel; by 2030, reduce at least 20% of the number of officials and party members being disciplined compared to the present; 100% of officials are arranged to ensure political standards according to regulations.
For the commune-level police force, the province strives to maintain a minimum payroll for 100% of units; ensure that 100% of commune-level police chiefs are not local people and participate in the Executive Committee of the Party Committee or the Standing Committee of the Party Committee of communes and wards.
The quality of the team of investigators and officials directly involved in crime prevention and combat will also be improved to effectively solve security and order issues right from the grassroots level.
In addition, Lao Cai will study and promulgate policies to attract high-quality human resources, especially in the field of science and technology and digital transformation; and at the same time pay attention to developing social housing, public housing and policies to care for the lives of officers and soldiers.
