Housing development for rent: People expect reasonable prices, long-term rent

Faced with increasingly high housing price pressure, many workers believe that developing the rental housing segment is a suitable solution.

At the Q2/2026 press conference of the Ministry of Construction, Mr. Ha Quang Hung - Deputy Director of the Housing and Real Estate Market Management Department, affirmed that the development of rental housing will be a strategic social security pillar in the 2026-2030 period.

To concretize these orientations, the Ministry of Construction is conducting a preliminary review of the implementation of Directive No. 34 of the Secretariat on strengthening the leadership of the Party and State over housing development. On that basis, the Ministry of Construction will propose to issue a new directive as a basis for amending the Housing Law, the Real Estate Business Law and related legal regulations. It is expected that the amended contents will be submitted to the National Assembly in October 2026.

Currently, many localities are developing rental housing development plans. In Hanoi, the Department of Construction said it is studying priority mechanisms for this type of housing and is expected to start construction of about 6,000-7,000 units in June. Meanwhile, Ho Chi Minh City is also accelerating the development of the rental housing segment, with the goal of building about 50,000 social housing units for rent in the period 2026-2030.

Currently renting a room in a degraded level 4 house in the suburbs of Hanoi, Ms. Nguyen Thi Thanh (a worker in Hanoi) said that her family of 3 has to live in a room of less than 20m2. Every time it rains heavily, water seeps through the corrugated iron roof, the walls are moldy, and the electrical system also frequently encounters problems, causing many inconveniences in life.

According to Ms. Thanh, the policy of developing rental housing is a positive sign for workers who do not yet have enough conditions to buy a house. She expects the projects to have good construction quality, a safe living environment, and more amenities such as playgrounds for children.

If there are rental housing areas that are managed methodically, have reasonable prices and better living conditions than current boarding houses, I am willing to move in for a long time. What workers need most is a stable place to live to feel secure in working and taking care of their families" - Ms. Thanh said.

Agreeing with this view, Mr. Tran Minh Duc (Thien Loc commune, Hanoi) expressed his desire that rental housing areas will have long-term, stable price contracts so that tenants can feel secure in living. Because currently many boarding houses only have short-term contracts from six months to one year, after the contract expires, many landlords increase prices, causing many workers to face difficulties. In addition, many boarding houses in small alleys and lanes that do not ensure fire prevention and fighting are also a worrying issue.

Many tenants today are most worried about sudden price increases or having to move houses continuously. If there are rental housing projects that are well managed, secure, close to workplaces and have prices suitable for income, it will help workers feel secure and stick with the city for a long time" - Mr. Duc shared.

The Vietnam Real Estate Market Evaluation Research Institute (VARS IRE) believes that it is necessary to build a separate legal corridor for the rental market to protect the rights of tenants. Currently, tenants are always in a weak position when facing the risk of sudden price increases, unexpected contract termination or unsecured living conditions. Therefore, it is necessary to gradually form the Rent Law with specific regulations on rental contracts, price increase margins, quality standards for rental houses and responsibilities of owners.

The world trend shows that a sustainably developed real estate market is a market with full choices suitable for each need and affordability of people. People with financial conditions are fully entitled to choose commercial housing products that meet their needs; low-income people can easily access rental housing at reasonable costs. That is also the foundation for the Vietnamese real estate market to enter a new stage of development: more efficient, more humane and more sustainable.
