Through research, the total investment of the project is 1,490 billion VND, the Central budget supports 950 billion VND, the local budget matches 540 billion VND. Up to now, this project still has more than 192 billion VND that cannot be disbursed.
As for the project to build Bat Xat District General Hospital, 200 billion VND was invested to build a new one. After more than a year of construction, the project has completed over 80% of the work volume.
The project currently has about 19.5 billion VND left to be disbursed. The most difficult problem is that the district is urgently clearing the land.
Van Ban District General Hospital, with an investment capital of 200 billion VND, is also in the process of completion. According to research, the project still has 20 billion VND that has not been disbursed in 2024.
In addition, at the project to upgrade and renovate the Ban Xeo - Y Ty route with an investment capital of 200 billion VND in Bat Xat district, at the construction site, workers are still working to complete the road. According to the report, there are still 25 billion VND that have not been disbursed by the end of 2024.
Not only that, a series of other transportation projects are also slow to disburse, such as upgrading the road from Lang Giang bridge to National Highway 70, which is still 72.5 billion VND, and the road connecting Noi Bai - Lao Cai expressway to Sa Pa, which is still 26.5 billion VND...
According to a report from the Department of Planning and Investment of Lao Cai province, as of mid-December 2024, the total disbursement value of the province reached 3,954/6,588 billion VND, equal to 60% of the plan, the total undisbursed public investment capital in 2024 to date is 2,633 billion VND. Compared to the requirement of reaching over 95% of the public investment disbursement plan in 2024 assigned by the Central Government, the current progress of only 60% is very slow.
In addition to the objective reasons pointed out, the disbursement progress of the 2024 public investment capital plan is slow due to a series of subjective reasons under the responsibility of the Departments, branches, People's Committees of districts, towns, cities, and investors.
Faced with the above situation, most recently, in urgent notice No. 7454, Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong requested that departments, branches, sectors, and localities tighten discipline and order associated with the sense of responsibility of leaders in the process of handling documents; acceptance - payment; in coordinating opinions; and extending contract implementation time.
It should be noted that the delay in coordinating the handling of documents and giving opinions from departments and branches is one of the main subjective reasons limiting the progress of disbursement of public investment capital.
Units need to proactively review and evaluate the disbursement capacity of each project, carry out acceptance procedures - payment for completed volume weekly; synthesize the additional capital needs of the projects, propose a plan to report to the Department of Planning and Investment for synthesis and submission to the Provincial People's Committee for approval.
Mr. Trinh Xuan Truong affirmed that the province will handle the responsibility of the head of the investor if the projects have their capital withdrawn by the Central Government.
