On December 25, information from the People's Committee of Lao Cai province, the locality will proceed to reclaim 254,840.0 m2 of land in Ma Sa Phin village, Nam Xay commune, Van Ban district, from Nhan Joint Stock Company (address at Lot 47, To Hien Thanh street, Bac Duyen Hai Industrial Park, Duyen Hai ward, Lao Cai city) leased by the province in May 2012 for mineral exploitation and processing activities.
The reason for the revocation is explained that the above land area was assigned and leased by the province for a limited period, but Nhan Joint Stock Company did not extend the land use.
Based on the decision of Lao Cai Provincial People's Committee, the Department of Natural Resources and Environment is assigned to organize the handover of recovered land area in the field to Van Ban District People's Committee and Nam Xay Commune People's Committee for management and use according to regulations.
Van Ban District People's Committee and Nam Xay Commune People's Committee will receive the land handover and put it into use according to the plan.
For Nhan Joint Stock Company, the unit is responsible for implementing the land recovery decision; handling assets attached to the land to return the site to the State before December 30, 2024.
It is known that previously, the Ministry of Natural Resources and Environment granted a mineral exploitation license to Mineral Joint Stock Company 3 to exploit gold in the Sa Phin area, Nam Xay commune (Van Ban district, Lao Cai).
Then, in December 2015, Mineral Joint Stock Company 3 transferred the project to Nhan Joint Stock Company (headquartered in Phan Dinh Phung ward, Thai Nguyen city) as a collateral, with the exploitation term until July 4, 2024.
In October 2023, Lao Cai Provincial Tax Department issued a decision to enforce an administrative decision on tax management of more than VND 14.5 billion against Nhan Joint Stock Company.
On August 19, 2016, due to the impact of storms and floods, a serious landslide occurred at the Ma Sa Phin gold mine, burying at least 11 gold miners working in the area managed by Nhan Joint Stock Company.
