On July 27, information from the Lao Cai Provincial People's Committee, Vice Chairman of the Provincial People's Committee Phan Trung Ba has just signed and issued Official Dispatch No. 7572 on strengthening the finalization of completed projects and accelerating the preparation for investment in projects under the medium-term public investment plan for the period 2026 - 2030.
According to the direction, departments, branches, People's Committees of communes and wards, Project Management Boards and investors must review all completed projects, develop plans to prepare, submit and approve finalization on time, avoiding prolonging the finalization time that affects the efficiency of public investment capital management.
For projects that still have problems, the Provincial People's Committee requests units to clarify the causes and responsibilities of each organization and individual to have handling measures.
Along with that, focus on definitively resolving debts, especially overdue advances, and fully implement the conclusions and recommendations of the State Audit Office and the inspection agency.
The settlement of compensation, support and resettlement costs must also be completed according to regulations.
In the investment preparation stage, the Provincial People's Committee requests units to review the list of projects under the medium-term public investment plan for the period 2026 - 2030, accelerate the preparation, appraisal, approval of investment policies and complete dossiers so that projects are eligible to be implemented immediately when capital is allocated.
Specialized management departments are assigned priority to resolve administrative procedures, shorten the processing time of dossiers, proactively guide and remove difficulties for investors to limit delays due to procedural obstacles.

The Department of Finance is assigned to monitor, guide and urge the finalization of completed projects; and at the same time summarize the implementation situation, promptly advise the Provincial People's Committee to handle cases of slow finalization or improper implementation.
This agency also presides over and coordinates with departments and branches to review the progress of investment preparation for projects under the medium-term public investment plan for the period 2026 - 2030.
Meanwhile, the Department of Construction is responsible for guiding and inspecting the acceptance, handover and finalization of completed projects; coordinating to remove difficulties arising during the implementation process.
At the same time, monitor the implementation of the conclusions of the State Audit Office and inspection agencies related to the construction sector.
The Provincial People's Committee also requests the heads of departments, branches, localities, Project Management Boards and investors to be directly responsible for the progress and quality of implementation.
Cases of delays due to subjective reasons or failure to comply with regulations will be considered for responsibility.
