According to the assessment of Lao Cai province, in 2026, the natural disaster situation will continue to be complicated and unpredictable with the risk of many extreme weather phenomena such as widespread heavy rain, flash floods, landslides, localized flooding, severe cold, frost, hot sun and drought.
Among the types of natural disasters that are likely to occur, heavy rain, floods, flash floods and landslides continue to be identified as the biggest risks causing damage to this mountainous locality.
Currently, the whole province has 3,428 points and areas at risk of natural disasters, affecting more than 23,000 households. Among them, there are 404 points at risk of flooding, 2,795 points at risk of landslides and 229 points at risk of flash floods.

These are key areas that need to be monitored, warned regularly and develop plans to evacuate residents in a timely manner when an emergency situation occurs.
According to the approved plan, the disaster risk level is divided into 5 levels, from level 1 to level 5, of which level 5 is the state of emergency for natural disasters. The plan clearly defines the responsibilities of levels and sectors in directing, operating, mobilizing forces, vehicles, materials and equipment to respond to each type of natural disaster.
Response work is carried out according to the "4 on-site" motto, ensuring proactiveness, timeliness, efficiency, and minimizing damage to people and property.
To improve response capacity, Lao Cai province is expected to mobilize more than 105,000 people from the armed forces, departments, branches, localities, socio-political organizations, businesses and people.
Along with that, over 75,000 vehicles, supplies, and equipment serving disaster prevention and control and search and rescue work.

Based on the actual situation, type of natural disaster, level of risk and scope of impact, People's Committee Chairmen at all levels will decide to mobilize forces, vehicles, materials, and equipment to organize appropriate rescue.
The plan also assigns specific tasks to departments, branches, and localities in forecasting and warning of natural disasters; ensuring communication; preparing rescue forces; ensuring health, transportation, electricity, necessities and necessary conditions to respond to natural disaster situations in the area.
Lao Cai Provincial People's Committee requests departments, agencies, branches, localities, businesses and related units to urgently develop and complete natural disaster response plans of their agencies and units.
At the same time, strengthen propaganda, raise awareness and skills in disaster prevention and control for people to proactively adapt to increasingly extreme weather phenomena.
