On July 21, the Office of the Lao Cai Provincial People's Committee informed that Chairman of the Provincial People's Committee Nguyen Tuan Anh has just issued Official Dispatch No. 7414 requesting departments, agencies, branches, and localities to focus on synchronously implementing financial tasks in the last months of 2026, in order to complete socio-economic development targets.
According to Lao Cai Provincial People's Committee, in the first 6 months of 2026, state budget revenue reached high levels compared to the central government's estimate; disbursement of public investment capital is among the leading groups in the country; public asset management, administrative reform and digital transformation in the financial sector continue to be promoted.
However, there are still some shortcomings such as slow progress in land use fee collection, disbursement of some capital sources and handling of public assets, which need to be overcome soon to ensure the completion of the goals of the whole year.
To achieve the goal of double-digit economic growth, the Chairman of Lao Cai Provincial People's Committee requested units to focus on implementing 7 key task groups.
In the field of budget revenue collection, departments, branches and localities must synchronously implement solutions to combat revenue loss, expand revenue base, and strengthen tax management for high-risk areas such as land, minerals, construction, e-commerce and digital business activities.
The province sets a target to complete at least 75% of the budget revenue estimate by September 30, 2026 and complete 100% of the revenue scenario by the end of the year, with total revenue reaching 25,850 billion VND or more.
Regarding budget expenditures, Lao Cai requires strict, economical and effective management, prioritizing resources for social security, national defense, security, education, health, science and technology and key tasks of the province.
At the same time, strengthen inspection and examination, strictly implement financial discipline and order, and prevent loss and waste.
Regarding public investment, investors and localities must accelerate the progress of project implementation, striving to disburse at least 75% of the capital plan assigned by the Prime Minister by September 30 and complete 100% of the plan by the end of the year.
The Provincial People's Committee determines that the disbursement results of public investment capital are an important criterion to assess the level of task completion of agencies, units and heads.

In addition, the Chairman of the Provincial People's Committee requested to strengthen price management, proactively take market stabilization measures, ensure the balance of supply and demand of goods, and prevent speculation, hoarding or unreasonable price increases.
Lao Cai also continues to promote administrative reform, improve the investment environment, striving to approve investment policies for 100 or more projects in 2026, establishing over 1,600 new businesses and more than 145 cooperatives.
Functional agencies are required to proactively remove difficulties and shorten the time to resolve procedures on investment, land, construction, environment and bidding to strongly attract non-budget investment capital and FDI.
In public asset management, the province sets a target to complete the handling and exploitation of 75% of redundant houses and land after arranging administrative units by September 30 and complete 100% before December 31, 2026.
