Continue to streamline 5-10% of staff, localities develop plans to arrange redundant cadres

In response to local recommendations on solutions to arrange and assign redundant cadres and civil servants, the Ministry of Home Affairs has provided specific guidance.

Sending a petition to the Ministry of Home Affairs, Vinh Long province requested the Central Organization Committee and the Ministry of Home Affairs to consider and provide specific guidance to localities on solutions to arrange, assign or resolve regimes for cases of cadres, civil servants, and public employees who are redundant compared to the total staff assigned by competent authorities.

Responding to the above proposal, regarding solutions to arrange and assign cadres, civil servants, and public employees to achieve the goal of staff streamlining, the Ministry of Home Affairs said: In Conclusion No. 40-KL/TW249 dated June 2, 2026 of the Politburo, it directed the period 2027-2031 to continue to implement staff streamlining of the political system (about from 5 to 10%) based on the plan, roadmap, commitments and responsibilities of each agency, unit, organization, locality... and set out a number of orientations and principles to achieve the goal, including:

Arrange and streamline internal organizations, arrange public service units, reduce the number of leaders of agencies, units, and organizations as a basis for building a roadmap for staff reduction, restructuring, improving the quality and standardizing cadres, civil servants, public employees, especially commune, ward, special zone cadres and improving labor productivity...;

Switching from managing the number of staff to managing the quality and effectiveness of public service performance; periodically evaluating cadres using quantified indicators, removing from the system those who are not qualified, do not complete their tasks to implement the recruitment of civil servants and public employees with sufficient qualifications and capacity into the apparatus;

Promote the transfer of public administrative tasks and services that the State does not need to perform to businesses and social organizations to take responsibility; streamline public service staff associated with promoting the autonomy of public service units; strengthen the socialization of jobs and services that the private sector can perform well, especially in the fields of education and healthcare...

Accordingly, the Ministry of Home Affairs requests localities to study the directions in Conclusion No. 40-KL/TW mentioned above to develop plans, roadmaps, and plans for arranging and assigning cadres, civil servants, and public employees to ensure the implementation of the goal of streamlining staff according to the requirements of the Politburo.

Regarding the regime and policies for redundant cadres, the Ministry of Home Affairs said that Decree No. 154/2025/ND-CP250 dated June 15, 2025 of the Government has stipulated the implementation of the policy of streamlining staff for cadres, civil servants, and public employees:

Excess due to organizational structure arrangement; Excess due to reviewing and rearranging personnel according to decisions of competent authorities or excess due to public service units rearranging personnel to implement autonomy mechanisms;

Excess due to restructuring of cadres, civil servants, and public employees according to job positions; cadres, civil servants, and public employees who are leaders and managers are no longer holding leadership and management positions and titles due to restructuring and improving the quality of the leadership and management team according to decisions of competent authorities.

Accordingly, the Ministry of Home Affairs requests localities to base on the provisions of Decree No. 154/2025/ND-CP to implement it appropriately.
