The arrangement must ensure compliance with the decentralization, delegation of authority, functions and tasks of the organization; at the same time, it must be consistent with the regulations of the superior (including the name).
In addition, it is necessary to carefully review to avoid duplication or omission of functions and tasks; at the same time, arrange and restructure the internal organization to ensure streamlining and reducing units; resolutely merge organizations with similar functions and tasks; organizations with unclear tasks must cease operations.
Agencies and units that are oriented towards merger and consolidation must reduce at least 15% of internal organizational units.
For agencies and organizations that are not in the merger or consolidation direction and have 4 or more affiliated administrative organizations, strive to reduce by 1 unit.
Agencies and organizations that are assigned new tasks must review and streamline their operations, and not increase the number of affiliated units compared to before.
Basically, end the operations of branches, steering committees, and newsletters; consider converting centers and branches under departments and branches into affiliated departments or end operations.
Regarding human resources, in merged and consolidated agencies, priority is given to maintaining the same leadership structure. Some heads can be demoted to deputy levels. If necessary, leaders can be assigned to other agencies or transferred from other places; the number of deputy levels can be higher than the regulations but not more than 5 years.
Encourage, motivate, and pay attention to resolving policies for officials and civil servants who have suitable conditions to retire before the age prescribed by the Central and the province.
Therefore, when implementing the above-mentioned arrangement plan, Lao Cai province will reduce 148 agencies, organizations, and units and 168 leaders.
Of which, Party and mass organizations reduced 39 organizations, agencies and units; State agencies reduced 99 organizations, agencies and units; agencies under People's Councils at all levels reduced 10 organizations.
After restructuring the apparatus, it is estimated that the entire Lao Cai province will save more than 600 billion VND/year (from regular spending savings due to reducing the apparatus and leadership).
