According to the National Center for Hydro-Meteorological Forecasting, due to the influence of the strengthening cold air, from January 9, the weather in the North will continue to be cold; the mountainous and midland areas of the North will have some places experiencing severe cold; the lowest temperature in the North and North Central regions will generally be from 10-13 degrees Celsius, in the mountainous areas of the North 6-9 degrees Celsius, in the high mountainous areas below 5 degrees Celsius.
Therefore, to proactively respond to the increasing cold air, the People's Committee of Lao Cai province has issued a document requesting localities to closely monitor weather developments and increase propaganda to people to proactively prevent and avoid diseases, hunger, and cold for crops and livestock.
Along with that, establish working groups to go to each village, hamlet and household to inspect and urge the work of preventing and fighting cold and rain for people (especially the elderly and children), crops and livestock; review and count the total number of livestock and poultry, food sources and prevention work.
Direct the Department of Education and Training and local schools to proactively and flexibly arrange appropriate school schedules based on local weather conditions and school and classroom quality.
For crops: Currently, the province has planted over 5,470 hectares of winter-spring crops. Therefore, it is necessary to strengthen care measures so that crops grow healthily and increase their resistance to cold weather conditions.
For vegetables that are ready for harvest, it is necessary to harvest them immediately; water the plants sufficiently during days of severe cold, frost, and frost. Absolutely do not sow seeds on days when the temperature is below 13 degrees Celsius.
For livestock: Encourage people to stockpile food; instruct livestock households to apply technical measures to process and improve the nutrition of livestock feed (during cold days, it is necessary to increase starchy feed for livestock such as rice congee, corn congee and drink diluted salt water... to keep warm).
Mobilize forces to go to villages to propagate and instruct people on how to prevent cold for crops and livestock, do not graze or force livestock to work before 9am and after 4pm; especially, on days when the temperature is below 13 degrees Celsius, livestock must be kept in barns.
