Accordingly, Ninh Binh Provincial People's Committee has established a working group to solve difficulties and shortcomings in receiving and treating waste in the Quan Kho valley area, Trung Son ward with 9 members, headed by Mr. Nguyen Anh Chuc - Vice Chairman of the Provincial People's Committee, and Mr. Dinh Van Tien - Director of the Department of Agriculture and Environment as deputy head.
The task of the working group is to base on current regulations and policies, advise and propose to competent authorities to solve difficulties and shortcomings in receiving and treating waste in the Thung Quen Kho area. At the same time, summarize the implementation results and report to the Provincial People's Committee before 9 am every Wednesday.

Implementing the direction of the Provincial People's Committee on resolving difficulties in receiving and treating domestic solid waste at the Quan Kho valley waste treatment area, the Ninh Binh Department of Agriculture and Environment has also issued a document requesting the Provincial People's Committee to direct the Ninh Binh Solid Waste Treatment Plant to continue to implement measures to compact and cover the surface of the B waste pit area, ensuring environmental protection requirements.
At the same time, strictly control people entering and leaving the landfill area, preventing the risk of forest fires and other risks. Consider allowing Ninh Binh Solid Waste Treatment Plant to renovate the existing organic humus treatment line to improve waste classification capacity, helping to enhance recycling and reuse, and limit the volume of waste to be landfilled.
Accelerate the implementation of the Project to build and operate a solid waste treatment plant in Trung Son ward according to the policy of adjusting the implementation location to the area between landfill A and the Ninh Binh Waste Power Plant Project.
Continue to negotiate and sign a service contract for domestic solid waste treatment with the investor of the Ninh Binh Waste-to-Energy Plant Project in the form of a principle contract.
It is known that the waste treatment area in Thung Quen Kho is designed with 2 filling and waste treatment pits, currently pit A is overloaded and has stopped receiving and treating waste. The management unit has covered pit A with tarpaulin to limit environmental pollution. For pit B, due to the high amount of waste piled up, currently there are about 500 tons of waste from areas in Ninh Binh province pouring here every day. The management unit has poured soil and rocks to build access roads up high for garbage trucks to enter. At the same time, implementing measures to control operations at the landfill to ensure safety and forest fire prevention.
