For many years, the waste landfill in the Quan Kho valley area, Trung Son ward, Ninh Binh province has been overloaded, hundreds of thousands of cubic meters of waste are accumulated, piled up like "mountains", lasting year after year, posing a potential risk of environmental pollution.
Mr. La Phu Dung - Director of Ninh Binh Solid Waste Treatment Plant - said that the waste treatment area at Thung Quen Kho is designed with a capacity of 30 years, but it has been overloaded for about 10 years of operation.

There are 2 landfills for landfilling and treating waste in Quèn Khó valley, currently pit A is overloaded and has stopped receiving and treating waste. We have covered it with tarpaulin. For pit B, we have poured soil and rocks to make roads for garbage trucks to enter. Currently, about 500 tons of waste is dumped here every day from areas in Ninh Binh province" - Mr. Dung said.
Also according to Mr. Dung, while waiting for the province's handling plan, in the immediate future, Ninh Binh Solid Waste Treatment Plant has strengthened compaction, sprayed insecticide chemicals, and deodorizing microbial preparations to limit environmental pollution. Implement solutions to control operations at landfills to ensure safety and forest fire prevention.
According to a representative of the leaders of the Ninh Binh Provincial Department of Agriculture and Environment, over the past time, the Ninh Binh Solid Waste Treatment Plant has implemented a number of solutions to maintain the receipt of waste at the Thung Quen Kho landfill. However, the volume of waste brought to the landfill is still high, continuing to create great pressure on treatment work.
Ninh Binh Solid Waste Treatment Plant has also proposed a production conversion plan in the direction of sorting, cracking, burning waste, gradually forming a solid waste treatment process according to the circular economy model, with a total estimated cost of about 80 billion VND and a implementation time of about 12 months.
However, this option currently has some difficulties related to capital sources, synchronization of equipment, technology and actual operating capacity.

Recently, on March 25, 2026, the Ninh Binh Department of Agriculture and Environment issued document No. 2970/SNNMT-CCMT on implementing solutions in receiving and treating domestic solid waste at the Thung Quen Kho landfill.
