People and businesses are upset
Ai Tu Industrial Cluster is located right in the center of Ai Tu town, Trieu Phong district, and has attracted many businesses to invest in recent years. Mr. Phan Ngoc Hung - Director of Hoa Tho Trieu Phong Garment Factory - said that the volume of goods and people in the company is quite large, and is currently facing obstacles in traffic because the main road leading to the industrial cluster has not been licensed for connection, so there are no traffic lights. In addition, at the connection point with National Highway 1A, there has not been any construction of connection and expansion, and it is currently unfinished, with many vehicles and people passing by every day, creating a high risk of traffic accidents.
Along the main road leading to the industrial park, in 2016, a 2-lane Tran Phu street was invested in, connecting the center of Ai Tu town to the Memorial House of the late General Secretary Le Duan (Trieu Thanh commune). The entire road has been completed and paved, but about 50m at the intersection with National Highway 1 (Ward 3, Ai Tu town) has not been allowed to connect, so construction cannot be carried out yet.
Mr. Ho Van Xuan (residing in Trieu An commune, Trieu Phong district) said that every time he passes through this road, he feels frustrated. Because the State has spent the budget to invest in a beautiful road, serving the travel needs of the people, but for unknown reasons the road is not connected to National Highway 1A, so that people can travel conveniently.
In Ai Tu town, not only the two above-mentioned roads have not completed the connection with National Highway 1A, but there are also 10 other road sections that have not been allowed to connect.
Instructions for preparing connection records
Since 2018, Trieu Phong District People's Committee has prepared a proposal for planning the connection of 14 road sections, sent to the Ministry of Transport and the Directorate of Vietnam Roads (now the Vietnam Road Administration).
After that, the Vietnam Road Administration requested the agreement and approval of the Road Administration Department II and Truong Thinh Group Joint Stock Company (the investor of the BOT road project through Trieu Phong district). However, Truong Thinh Group Joint Stock Company stated that if the horizontal routes were connected to National Highway 1A, vehicles would avoid the BOT toll station, leading to the inability to ensure the ability to recover capital according to the financial plan of the signed BOT contract. For the above reason, the completion of the connection dossier for 14 routes was not implemented.
According to the People's Committee of Trieu Phong district, 12/14 roads in Ai Tu town need to be connected to National Highway 1A before the project to expand National Highway 1A from Dong Ha city to Quang Tri town was assigned by the Government to Truong Thinh Group Joint Stock Company for investment under the form of a BOT contract.
“The People's Committee of Trieu Phong district proposes to agree on the planning of connecting inner-city roads with National Highway 1A, creating favorable conditions for renovating and upgrading intersections to ensure traffic safety and beautify the urban landscape of Ai Tu,” said Mr. Vu Thanh Cong, Vice Chairman of the People's Committee of Trieu Phong district.
Mr. Le Duc Tien, Vice Chairman of Quang Tri Provincial People's Committee informed that the province has assigned the Department of Transport to preside over the advice and propose to the Provincial People's Committee to consider ensuring compliance with regulations.
Currently, Trieu Phong District People's Committee is preparing documents according to instructions.
