According to the reporter of Lao Dong Newspaper on Tran Phu Street (in Cai Khe Ward, Ninh Kieu District, Can Tho City), the road with 3 lanes is spacious, clean and has many vehicles passing through. However, there is still a section on this entire route that is not synchronized.
Accordingly, at the location from Hung Vuong roundabout to Tran Phu street, there is still a section of about 100m of old, low, narrow roadbed, with a clear difference in height from the new roadbed.
It was observed that the roadbed at this section is rough, narrow and has potholes… making traffic difficult and inconvenient for people.
Sharing with Lao Dong, Mr. D.B (a resident who does business at this location) said that this road has been under construction for many years, but only this short section is still unfinished. Every time it rains or there is a high tide, this place is flooded, and there are often collisions and falls, especially at night.
“We compare this road to one side being rich and one side being poor. Because the other side of the road is clear, clean, and high, while this side of the road is narrow, often flooded, and very difficult to travel on,” said Mr. B.
A resident in this area said that currently, all households here have agreed to hand over the land to continue construction and complete the project. However, they have been waiting for resettlement land but have not received the land yet.
Regarding the above issue, at the regular press conference for the third quarter of 2024 on October 15, Mr. Nguyen Ngoc Anh - Vice Chairman of Ninh Kieu District People's Committee - informed that the project to upgrade and expand Tran Phu Street has been suspended for quite a long time due to problems with site clearance; currently there is no consistency in site clearance policies with the provisions of the Construction Law.
“Specifically, according to the land clearance policy, in cases where the remaining land area of households is less than 15 square meters, public land will be recovered, managed and there will be a resettlement policy. As for the remaining land area of households over 15 square meters, there will be no resettlement land and no land recovery from the people. According to the Construction Law, these households are not granted construction permits and cannot be resettled, so they are stuck at this point,” said Mr. Anh.
According to Mr. Anh, the district has conducted statistics to analyze each case in order to find a solution. However, there are currently 17 cases with land area over 15m2 but do not meet the standard conditions for a construction permit, so there is no specific solution yet.
The district is currently waiting for the new Land Law and Construction Law to review the guiding documents to have more specific solutions for the above cases.
The Tran Phu Street Upgrade and Expansion Project Phase 1 (in Cai Khe Ward, Ninh Kieu District, Can Tho City) is a level III traffic project invested by the Ninh Kieu District People's Committee. The project is over 1km long, with a total investment of over 122.4 billion VND, started on October 6, 2021, and is expected to be completed in October 2022; it has been 3 years but the project has not been completed yet.
