"As reflected by Lao Dong Newspaper, currently, in the area, most livestock farmers in general, and small-scale livestock farming households in particular, their awareness of law compliance is still limited. dead pigs are thrown onto the road - that is a very bad habit" - Mr. Dang said.
Mr. Party said that in addition to propaganda and mobilization, local authorities must also strictly handle, deter, and resolutely punish to change people's habits in the future.
According to Mr. Dang, there are now very clear regulations on the level of sanctions, forms of sanctions, and the right to sanction at all levels... The Government has even recently issued a new decree on sanctioning administrative violations.
The Department of Agriculture and Environment has also continuously issued reminders, requiring localities to be resolute and have instructions. For people, it is strictly forbidden to hide epidemics or throw pig carcasses onto the streets.
Mr. Party affirmed that the situation of people throwing dead pigs onto the road causes many serious consequences. First of all, it pollutes the environment, secondly, there is a great risk of disease transmission. If the pigs are dumped in the environment and there is a rain, the pathogens can follow the water source everywhere.
"To change the bad habits of the people, the grassroots government is very important because the grassroots government is closest to the people. When going to the locality to guide, we also require the local veterinary force to consult with the local authorities to thoroughly grasp, propagate, and guide the people. But some localities consider this a priority, focusing on it, they will be able to handle it immediately, but some localities are slow and have not been able to do that. Propaganda and guidance for people are much more important and effective than local government gathering" - Mr. Dang affirmed.
"Responsibility is a shared responsibility, but it is not true to say that all are assigned to the grassroots government. The veterinary force is a specialized agency, we also have to go to check, guide, propagate, and remind them to stick close to the people" - Mr. Dang accepted the responsibility.

Illegal destruction, must be urgently handled
Through images and articles reflecting Lao Dong Newspaper on the pig destruction pit implemented by the People's Committee of Suoi Hai Commune, Mr. Dang affirmed: "This is against regulations. The destruction must have regulations such as the depth of the hole, the distance from the residential road, and it is not allowed to destroy the pigs on the residential road to avoid taking the pathogens elsewhere... After 48 to 72 hours after burying, they must be treated again to avoid subsidence, always keeping the destroyed hole high and not stagnant water.
All have instructions, from the central to local levels. But the enforcement force must "be on the cards" to do it properly, we advise the local authorities to meet the standards so that the destruction can be implemented in accordance with regulations".
With the destruction pit showing signs of leakage as reported by Lao Dong Newspaper, Mr. Dang said that the Commune People's Committee must immediately re- handle it, add chemicals, spray disinfectants, fill the soil to a higher level, and block all leaked holes out into the environment...

On July 14, Lao Dong Newspaper published an article "Dead pigs are dumped all over the road, livestock farmers are worried about the epidemic spreading and breaking out" reflecting the situation of dead pigs dumped in the environment, causing heavy pollution.
Present at the road to Hieu Luc village (old Tan Linh commune, now Suoi Hai commune, Hanoi) on the afternoon of July 12, reporters recorded the situation of dead pigs dumped on both sides of the road. Many pigs have almost all decomposed, some of which have just been thrown onto the road. The severe pollution and foul odor make road users scared.
Faced with this situation, the local government organized a collection to destroy it. However, the destruction has made people worried, when the destruction pit is located close to the roadside, there are many people passing by.
Moreover, after about 4 days of burying, this destruction hole showed signs of leakage, giving off a foul smell, and flies were concentrated, polluting an entire area.
