Bringing a red book, people only take 3-5 minutes to clean up land data in Hanoi

Hanoi - Officials will scan QR codes on ID cards, take photos of the pages of the red book and work with people to determine the location of houses or land plots to clean up land data.

Tung Thien Ward is implementing phase 2 of the 45-day Campaign to build a land database, focusing on collecting, comparing, digitizing and updating information for agricultural land plots in the area.

According to the plan, 6 working groups are arranged to work simultaneously at the cultural houses of Trung Son, Trung Hau, Son Loc, Xuan Khanh, Huu Nghi and Nhan Ly residential groups.

The time to receive applications is from 7:30 AM to 11:30 AM and from 1:30 PM to 5:30 PM daily. Based on the actual situation, working groups can proactively arrange to work outside office hours or in the evening to create favorable conditions for people to participate.

The Ward People's Committee requests households and individuals subject to proactive notification to bring land use right certificates or documents related to the land plot, citizen identification cards, along with dossiers and documents showing changes in land users, current status or land plot information (if any).

At the deployment points, professional officers, police forces, residential groups and technical units will directly guide people to check and compare personal information, land use rights records and land plot locations on cadastral maps.

For dossiers that have been inspected and fully updated in the previous phase and do not have any changes, people do not have to provide documents again. Original dossiers are only used for comparison, scanning or taking photos to serve data updates and are returned immediately after completion. The entire process of receiving, comparing and updating information is carried out completely free of charge.

To ensure the rights of the people, the Ward People's Committee requests working groups to follow the correct procedures, provide thorough guidance, ensure information safety and confidentiality, not require people to provide papers outside the necessary scope, and promptly receive and summarize difficulties and obstacles for handling according to regulations.

People are also advised to raise their vigilance against acts of impersonating officials to collect fees, request money transfers or provide personal information against regulations; when detecting unusual signs, they should immediately report to the Ward Police or Ward People's Committee for inspection and handling.

Yen Nghia Ward is also currently deploying a peak period to implement the "45-day Campaign" to complete the land database.

According to the plan, the working groups will coordinate with the head of the residential group to review and determine the location of the land plot on the "Digital Land Plot" software system; scan and photograph land use right certificates, related documents and citizen identification cards to update and standardize data.

The implementation is deployed at residential group cultural houses or suitable locations notified by the working group; if necessary, direct inspection and comparison will be carried out on the ground.

The Ward People's Committee requests organizations, households and individuals using land in the area to proactively prepare all relevant documents according to the guidance of the working group, and actively coordinate in the process of reviewing, collecting and updating information.

Hanoi Land Registration Office has documents guiding people to coordinate in implementing land data cleaning to serve the construction and completion of the national land database.

According to instructions, before the working group goes to each household or before people reach the gathering point, people need to prepare original documents including: ID cards or chip-sealed citizen ID cards of all land users named on the certificate; original land use right certificates (red book, pink book).

For cases where certificates have not been issued, people need to prepare a land registration confirmation paper, notification of land registration confirmation results, land allocation decision or declaration form No. 15 and other documents proving land use rights.

When working with the working group, people only take about 3-5 minutes to coordinate in implementing three main contents. Specifically, people present citizen ID cards and land use right certificates or related documents; officials will scan the QR code on the ID card to automatically update information, take photos of the pages of the red book for electronic storage; and at the same time, together with people, accurately determine the location of houses or land plots on the map screen.

For the elderly or cases where land users are absent, the instruction manual states that people can still coordinate by pointing out the location of the land plot to officials. Just ask children and grandchildren to take photos of the red book, photos of citizen ID cards and send coordinates via Zalo/Location on the map to the residential group for remote updates.

After completing the information comparison, officials will display all data for people to check for the last time. If all information is accurate, officials will check "Confirm accurate information" and send it to the system.

Hanoi Land Registration Office said that the data cleaning coordination is carried out completely free of charge. People's information is secured, the implementation time is fast, contributing to building a land database "Correct - sufficient - Clean - Living".
