The Office of the Ho Chi Minh City People's Committee has just issued a notice of the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong at the meeting on the progress of Metro Line 2 (Ben Thanh - Thu Thiem section).
According to the direction, departments, agencies, branches and related units must urgently and proactively mobilize maximum resources, focus on fully implementing assigned tasks, ensuring progress and quality to organize the commencement of the Ben Thanh - Thu Thiem Metro project before April 20.
Previously, Truong Hai Group Joint Stock Company (Thaco) was assigned by the Ho Chi Minh City People's Committee to research and prepare a feasibility study report for the Ben Thanh - Thu Thiem Metro line.
This metro line is expected to be about 5.58 km long, including 6 underground stations, with a preliminary total investment of about 33,000 billion VND.
The route will follow Ham Nghi street, cross the Saigon River, then follow the Mai Chi Tho axis and end at Thu Thiem station.
Thaco proposes to implement the project according to the public-private partnership (PPP) method, BT contract (build - transfer). The investor proposes to be paid with urban development land fund according to the TOD model along the route and the optimal land area in the depot area.

Based on Resolution No. 188 and Decree 257/2025 of the Government on public-private partnership investment, Ho Chi Minh City leaders requested units to identify this as a key project with urgent requirements.
The project will be maximally utilized with special mechanisms and policies according to its authority to accelerate progress and ensure implementation efficiency.
Vice Chairman of Ho Chi Minh City People's Committee agreed on the policy of establishing an Appraisal Council for the project feasibility study report. Departments, branches, and localities must appoint leaders to participate in the council, send it to the Department of Finance for synthesis, and submit it to the city before March 1.
The Department of Construction is assigned to preside over and coordinate with relevant units to draft a report to the Standing Committee of the Party Committee of Ho Chi Minh City People's Committee, and submit it to the Standing Committee of the Ho Chi Minh City Party Committee for approval of the policy to determine projects that are urgent and need to be implemented immediately according to regulations.
At the same time, the Department of Construction must develop a detailed implementation plan, ensuring the goal of starting construction before April 20.
The Department of Planning and Architecture is responsible for appraising the route plan, the location of works on the route, especially paying attention to the location and scale of the station connecting to Metro No. 7 and Thu Thiem station; at the same time, organizing to fully collect opinions from organizations, units and affected residential communities, ensuring the independent operation capacity of the project.
The Department of Finance is assigned to advise and propose the selection of appraisal consultants in accordance with the law on bidding, and submit them to the city before March 5.
The Department of Agriculture and Environment shall take the lead in reviewing legal regulations, analyzing and clarifying the BT contract type plan, including: construction - transfer payment by land fund; construction - transfer combined with payment by land fund and budget; or other appropriate forms as prescribed.
Ben Thanh - Thu Thiem Metro is one of the three sections of Metro Line No. 2 with a total length of more than 62 km, connecting from Thu Thiem New Urban Area to Tay Bac Cu Chi Urban Area.
Previously, on January 15, 2026, Metro line No. 2 (Ben Thanh - Tham Luong), nearly 11.27 km long, with a total investment of more than 55,000 billion VND, was started and is expected to be completed in 2030.
Metro line No. 2 from Tham Luong to Tay Bac Cu Chi Urban Area will be invested after 2030.
In parallel, Thaco is currently studying an investment plan for the Thu Thiem - Long Thanh urban railway line, 42 km long.
The route starts at Thu Thiem station (An Khanh ward, Ho Chi Minh City), ends at Long Thanh airport (Dong Nai province), with a scale of 20 terminals and 1 depot.
When Metro Line 2 is extended to Thu Thiem and connected to the Thu Thiem - Long Thanh railway line, Ho Chi Minh City will form a modern transport corridor, directly connecting Tan Son Nhat airport - Ho Chi Minh City center - Long Thanh airport.
