Expanding Soc Son waste-to-energy plant, increasing waste treatment capacity to 1,600 tons/day and night

Hanoi - The Soc Son Waste-to-Energy Plant expansion project helps Hanoi increase the capacity of landfill waste treatment and improve the sustainable urban environment.

On April 29, 2026, to celebrate the 51st anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 – April 30, 2026), Thien Y Hanoi Environmental Energy Joint Stock Company held the groundbreaking ceremony of the Soc Son Waste Power Plant expansion project at Nam Son Solid Waste Treatment Complex (Trung Gia commune, Hanoi).

The project is assessed as a remarkable shift in the capital's approach to waste treatment, from "garbage treatment" to value creation, gradually turning environmental pressure into a development resource.

Treating 1,600 tons of landfilled waste every day

According to Decision No. 775/QD-UBND dated February 13, 2026 of the Hanoi People's Committee, the project is adjusted for investment in two phases. In which, phase 2 (expansion) focuses on treating the volume of waste that has been buried for many years - a major residual problem of the city.

The expansion is not only aimed at definitively handling the amount of accumulated waste but also towards renovating and restoring the land fund after treatment, creating conditions for reuse for public works, social infrastructure and urban development space.

Previously, phase 1 of the plant operated with a capacity of about 5,000 tons of waste/day and night, generating 90MW of electricity. In phase 2, the project is expected to treat about 1,600 tons of landfilled waste/day and night, increasing the total power generation capacity of the entire plant to 135MW, and at the same time completing technical infrastructure, putting the entire plant into operation in the fourth quarter of 2027.

The total investment of the project is about 12,999 billion VND (equivalent to more than 539 million USD), of which the expansion is about 5,830 billion VND. Soc Son Waste-to-Energy Plant continues to play an important role in Hanoi's waste treatment system.

According to the project investor, with the message "For a Green Capital - A Journey to Renew Resources", the project aims for a circular economy model, in which waste is converted into energy and new resources.

The project also solves many urban problems: Regarding the environment, the treatment of long-term landfill waste helps reduce pollution from leachate and emissions, improve the environmental quality of Nam Son area; Regarding land, the treatment process will gradually clear landfill areas, creating conditions to return clean land funds to the city;

Regarding resources, the project protects water, air and soil resources through thorough control of polluting factors; Regarding the circular economy, waste is converted into energy and materials, contributing to the formation of a new value chain from waste.

We are committed to mobilizing sufficient resources, applying advanced technology, ensuring progress, quality and safety; and strictly complying with environmental regulations, closely coordinating with local authorities throughout the implementation process," Mr. Tao Duc Tieu, General Director of Thien Doanh Group (China) - representative of the investor shared.

Not only treating waste, but also improving the environment

Speaking at the ceremony, Mr. Nguyen Xuan Luu - Vice Chairman of Hanoi People's Committee said that the effective operation of Soc Son Waste-to-Energy Plant in the past time has contributed to significantly reducing the amount of waste to be buried, saving land fund and limiting the risk of environmental pollution.

At the same time, the plant also contributes electricity to the national power system, in line with the city's circular economy and green economy development orientation.

According to Mr. Nguyen Xuan Luu, the expansion phase with a treatment capacity of about 1,600 tons of waste/day and night, focusing on landfill waste, shows the city's determination to thoroughly handle environmental issues.

This is not only a waste treatment project but also an environmental improvement project, directly serving people's lives," he emphasized.

Hanoi City leaders expressed their belief that, with the coordination of all parties and the consensus of the people, the project will be completed on schedule, becoming a typical project in the field of environment, contributing to improving the quality of life and promoting sustainable development of the Capital.
