Early this morning (September 22), the coastal road of Bai Chay had some large trees that were knocked down by the wind of storm No. 3. Up to this point, there will be light rain but the wind has increased, level 5-6, sometimes gusting to level 7
Traffic is still normal, people are still taking to the streets, except for Bai Chay bridge, which is temporarily "banned" for motorbikes and rudimentary vehicles. However, there were still some people deliberately riding motorbikes across Bai Chay Bridge, but were stopped by the authorities on duty at both ends of the bridge, asking them to get into a car arranged by the Quang Ninh Department of Construction if they wanted to pass.
According to weather forecasts, around 1pm this afternoon is the time when the high tide level will peak. If there is heavy rain and strong winds at that time, it will make it difficult to prevent and combat storm No. 3, while limiting the drainage of water from streams, reservoirs and low-lying residential areas.


The Co To specialties sea area was directly affected by storm No. 3 overnight, from about 1am this morning, the wind was level 8, gusting to level 9-10 with heavy rain.

From 9:00 p.m. on July 21, the entire Co To special area had a power outage, causing great difficulties for storm response work at night, especially in evacuation areas, shelters and rescue units stationed on the island.
The authorities have deployed backup generators at key locations such as health stations, People's Committees and evacuation points, and are on duty to handle the situation. From about 5am this morning, the wind and rain both decreased in Co To.
In communes, wards and special zones of Quang Ninh, up to now, no significant damage has been recorded.
