The Department of Agriculture and Environment of Quang Ninh province is seeking consultation opinions on the Environmental Impact Assessment Report of the Hanoi - Quang Ninh High-Speed Railway Project of Vinspeed High-Speed Railway Investment and Development Joint Stock Company.
This project was started on April 12, 2026 and is expected to be completed in 2028. In Quang Ninh, relevant units are actively carrying out site clearance to soon hand over to investors.
The Hanoi - Quang Ninh high-speed railway project with a gauge of 1.435 mm, electrified with a length of about 120km, with a total investment of more than 5 billion USD, passing through Hanoi, Bac Ninh, Hai Phong and Quang Ninh.
The starting point of this railway line is at the National Exhibition Fair Center (Co Loa), Dong Anh commune, Hanoi city; the ending point is at the public park area, Tuan Chau ward, Quang Ninh province.
The design speed of the main route is 350km/h, the section passing through Hanoi has a design speed of 120km/h.
The entire route arranges 5 stations (including stations: Co Loa, Gia Binh, Ninh Xa, Yen Tu, Ha Long Xanh), 1 depot at Ha Long Xanh station, Tuan Chau ward.
The number of vehicles to be invested in for the project includes 16 trains (including backup trains). The train fleet consists of 7-8 carriages, with a capacity of over 600 passengers.

Regarding operating hours: 6:00 AM - 12:00 PM, all days of the week (total operating hours are 18 hours/day).
Regarding the travel time between trains: 2028 is 60 minutes/trip during peak hours, 60 minutes/trip outside peak hours; 2030 is 30 minutes/trip during peak hours, 60 minutes/trip outside peak hours; 2035 is 20 minutes/trip during peak hours, 30 minutes/trip outside peak hours; 2040 is 15 minutes/trip during peak hours, 30 minutes/trip outside peak hours; 2045 is 12 minutes/trip during peak hours, 20 minutes/trip outside peak hours; 2035 is 12 minutes/trip during peak hours, 20 minutes/trip outside peak hours.
The turnaround time at the terminal station is 20 minutes.
The time from 0:00 to 6:00 is reserved for maintenance and repair of infrastructure and vehicles.
To build railways, the investor will build about 4km of elevated railway on the ground and about 116km of elevated railway, structured with viaducts, overflow bridges, road overpasses, and road overpasses.
The main construction items on the route include overpasses over clear rivers: Duong River, Thai Binh River, Kinh Thay River (3 sections), Da Vach River, Sinh River, Uong River, Hot River and 11 overpasses over railways, existing roads, and planned roads.
