Voters in Lam Dong province recommended that the Ministry of Construction arrange investment resources to upgrade and expand National Highway 28B as soon as possible.
According to voters, this is a vital route connecting the two provinces of Binh Thuan and Lam Dong (before the merger) that is currently seriously degraded.
Voters also suggested prioritizing investment in upgrading and expanding National Highway 28, Provincial Road 1 (681) from Kien Duc Commune to Tuy Duc Commune, a vital traffic route connecting mountainous areas and key agricultural production areas, helping the circulation of goods, especially agricultural products, and making people's travel more convenient.
After studying, the Ministry of Construction responded as follows:
According to the approved Road Network Planning for the period 2021-2030, with a vision to 2050, National Highway 28B is about 69 km long. The starting point is at National Highway 1, Bac Binh, Binh Thuan (old), the end point is at National Highway 20, Duc Trong, Lam Dong; level IV scale, 2 lanes.
Currently, the Vietnam Road Administration is implementing the National Highway 28B Renovation and Upgrade Project through Lam Dong province with a total length of about 69 km, with a scale of a level III road (of which the section Km0 - Km28 has a roadbed width of 12 m, road surface width of 11 m; the section Km28 - Km69 has a roadbed width of 9 m, road surface width of 8 m), expected to be completed in March 2026, meeting the scale requirements according to the plan and ensuring traffic and safety on the route.
Regarding the upgrading and expansion of National Highway 28 and Provincial Road 1, the Ministry of Construction agreed on the necessity of investing in upgrading and expanding these routes according to voters' recommendations.
However, Provincial Road 1 is managed by the locality. According to the provisions of the 2024 Road Law and Decree No. 165/2024/ND-CP of the Government, National Highway 28 has been decentralized and handed over to the Lam Dong Provincial People's Committee for management, so the investment authority belongs to the locality.
Propose that the People's Committee of Lam Dong province study voters' recommendations, proactively balance and allocate capital to implement upgrading and expansion, creating favorable conditions for people's travel, meeting the needs of transportation and circulation of goods in the area.
