A new national highway through Vinh Long province after the merger will start construction in 2026

The Ministry of Construction has just responded to voters in Vinh Long province about the expansion of national highways after the merger.

Voters in Vinh Long proposed that the Ministry of Construction soon invest in funding to repair, upgrade and expand National Highway 53, National Highway 54, after merging with Ben Tre and Tra Vinh provinces, the number of traffic participants will increase by 03 times compared to present.

Although the past time has been invested in for repairs, it has not been guaranteed and not been synchronized, there are sections that are only patched with road surfaces with holes, many potholes, damage, and narrow road surfaces, causing difficulties for people's travel and transportation of goods, and frequent traffic accidents.

Voters recommended upgrading, repairing, expanding road surfaces and raising the load to make it easier for people to travel, limit traffic accidents as well as contribute to promoting local socio-economic development.

After studying, the Ministry of Construction responded as follows:

According to the Road Network Planning for the period 2021-2030, with a vision to 2050: National Highway 53 is about 177 km long (the section passing through Vinh Long province is about 47.3 km long), with a scale of a level III road, 2-4 lanes; National Highway 54 is about 149 km long (the section passing through Vinh Long province is about 51.2 km long), with a scale of a level III road, 2-4 lanes.

Implementing Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety; unanimously agreed by the People's Committee of Vinh Long province, the Ministry of Construction has proposed and issued the Ministry of Finance Decision No. 1952/QD-BTC dated June 3, 2025 to transfer National Highway 54, National Highway 53 extension from the Ministry of Construction to the People's Committee of Vinh Long province for management, exploitation, maintenance and investment according to its authority.

The Ministry of Construction has directed the Vietnam Road Administration to coordinate with relevant agencies and units of the People's Committee of Vinh Long province to carry out the handover and receipt of assets.

After receiving the assets handed over, the People's Committee of Vinh Long province is responsible for organizing the management, use and exploitation of the assets according to regulations.

Along with the handover of road traffic infrastructure assets to provinces/cities under central management, the Ministry of Construction issued Document No. 5591/BXD-KHTC dated June 23, 2025, requesting the Ministry of Finance to consider and submit to the Prime Minister to transfer the 2025 road spending estimates assigned to the Ministry of Construction to localities to continue managing and maintaining the national highways under its management.

Therefore, it is recommended that National Assembly deputies give their opinions to the People's Committee of Vinh Long province to study, balance, and arrange capital for investment implementation as recommended by voters above.

For the remaining section of National Highway 53 (Nga Tu bridge, Long Ho - Ba Si section): the transfer of assets has not been carried out during this period because the Ministry of Construction is carrying out project preparation work.

The project has been approved by the Prime Minister for a project proposal, expected to be approved for investment in early July 2025 to start construction in 2026, and completed before 2030, accordingly, investment will be invested in upgrading and renovating to meet the standards of a level III plain road, with a scale of 2 lanes, with loans from the World Bank (WB).
