On September 30, Mr. Tran Thai Hoa - Head of Road Management Office III.4 (Road Management Area III) - said that there were reports of people obstructing the construction of raising the concrete edge of the median strip on National Highway 1, through Binh Dinh province.
According to Mr. Hoa, Road Management Office III.4, Traffic Safety Board of Binh Dinh Province, Binh Dinh BOT Investment Company Limited and Nhon Hoa Ward authorities (An Nhon town) were coordinating to raise the concrete edge of the median strip on National Highway 1, section Km1212+700 through the residential area of Huynh Trung and Huynh Kim (Nhon Hoa ward) when they were obstructed by many residents.
The authorities have disseminated and popularized legal regulations on traffic safety and order and protection of road infrastructure, but local people still prevent and do not allow the units to carry out construction.
"The location where the concrete curb was installed used to be the entrance to Huynh Kim Kindergarten and Huynh Kim Primary School No. 1. Therefore, when the unit organized the curb installation and did not allow vehicles to pass, people gathered to protest," said Mr. Hoa.
The functional sectors informed that the median strip at Km1212+700 is only for pedestrians, not for vehicles due to the potential risk of traffic accidents. In order to have a plan to ensure traffic safety at this location, Binh Dinh BOT Investment Company Limited is requested to continue monitoring the traffic situation and promptly report to the authorities for handling.
According to Road Management Office III.4, the implementation of the construction of raising the concrete edge of the median strip at this location was carried out under the direction of Road Management Area III on overcoming shortcomings in maintenance management work at the sections Km1212+400 - Km1218+800, Km1230+700 - Km1265 on National Highway 1 through Binh Dinh and Phu Yen provinces and the section Km15+00 - Km17+054 of National Highway 19 through Binh Dinh province.
On the government side, the People's Committee of Nhon Hoa ward has also grasped the information about the incident and is coordinating with functional units to focus on handling it, initially mobilizing people to comply with regulations and not spontaneously obstruct.
