On September 16, prolonged heavy rain caused many traffic routes in Nghe An province to be deeply flooded, landslides, and congestion. Functional agencies blocked roads and arranged forces to be on duty in many dangerous areas.
According to a quick report from the Road Maintenance Management Board, Nghe An Department of Construction, on September 16, on national highways and provincial roads managed by the unit, there were 9 flooded locations causing traffic congestion, including 4 points on the national highway and 5 points on the provincial road.
On National Highway 48, two locations passing through Dong Hieu commune were flooded about 0.4m. The water rose high and flowed fast, making it impossible for vehicles to circulate, and some cars stalled when entering the flooded area.
On National Highway 48E, the section passing through Nghia Dan commune, two locations were flooded about 0.4 - 0.5m deep. Functional agencies have placed warning signs, temporarily closed roads, not allowing people and vehicles to pass.
Mr. Nguyen Huu Hao - Chairman of Dong Hieu Commune People's Committee said that functional forces have arranged people to guard, divert traffic, and prevent people and vehicles from entering dangerous areas.
On provincial roads, some locations are deeper flooded. The gasoline spillway at Km27+950, provincial road 538, passing through Quynh Tam commune is about 1.7m flooded; the spillway at Km25+250, provincial road 544, passing through Hung Chan commune is about 1.3m flooded.
At Km13, provincial road 531B, the section passing through Minh Hop commune, water flooded about 0.45m. Deep flooded locations are all closed and forces are arranged to be on duty.
Heavy rain also caused landslides of positive slopes at 8 locations on National Highway 16 and National Highway 48C. Road management units have mobilized machinery and vehicles to treat soil and rocks, ensuring traffic.
In Thong Thu commune, soil and rocks from the positive slope slid down to some locations on National Highway 48, causing local congestion. Local authorities have placed warning signs at landslide points, underground spillways, stream areas with fast flowing water and organized soil and rock clearance and route clearance.
On the afternoon of September 16, Mr. Dau Duc Truyen - Chairman of Yen Hoa Commune People's Committee said that an incident had just occurred in the area where a boat carrying people across the Hoi Nguyen stream was sunk by the strong current.
According to Mr. Truyen, at the time of the incident, there were about 10 people on board. Due to strong water from upstream, the fast flow caused the boat to become unstable and sink.
