Floods cause many hydropower plants in Lao Cai to stop operation

Lao Cai - Floods caused severe damage to many hydropower plants, some places had to completely stop generating electricity, and some places had their roads to the plant buried by rocks and soil.

The circulation of storm No. 10 (Bualoi) caused widespread heavy rain, flash floods and landslides, causing damage to many construction items of 10 hydropower plants and projects in the area, with total estimated damage of about 120 billion VND.

Of which, the most severe damage was to Lang Bang Hydropower Plant (capacity 3.6 MW) of Xuan Tam Power Joint Stock Company, Phong Du Ha commune.

The entire factory and power distribution transformer station were buried; the pressure pipeline system was eroded, with many holes; internal traffic routes were severely damaged. The total damage to equipment and revenue was about 80 billion VND.

Mr. Nguyen Nam Trung - Director of Xuan Tam Power Joint Stock Company - said: Lang Bang Hydropower Plant has a total investment of about 125 billion VND, annually supplying more than ten million kWh of electricity to the national grid.

Immediately after the incident, the company mobilized local forces to clean up, check the safety of the dam and equipment, and develop an investment plan to restore the entire factory. It is expected that the reconstruction will be completed and the factory will be put back into operation by the end of 2026.

Also heavily affected, Nam Xay Luong Hydropower Plant under Ha Thanh Energy Development Joint Stock Company suffered a landslide of about 200m of the main dam operation road, with thousands of m3 of landslides, completely cutting off the roads in and out.

Although the power generation system and control system are still safe, many auxiliary items are damaged, with estimated damage of about 2.5 billion VND.

"We have mobilized mechanical vehicles and human resources to work continuously to clear rocks and soil, temporarily clear the operating route, and check all dam items, transformer stations, lines and control systems. At the same time, the company is implementing a plan to respond to storm No. 11" - Mr. Tran Van Hai - Director of Nam Xay Luong Hydropower Plant said.

Similarly, Minh Luong Thuong Hydropower Plant has not been able to restore power due to a large landslide dam, a 800m long operating road is damaged; mud and garbage are dragged into the water tunnel, making the repair difficult.

The management unit is mobilizing mechanical equipment to handle the situation, but due to the rugged terrain and large landslides, it is expected that it will take at least 10 more days to restore operations.

Mr. Hoang Chi Hien - Director of the Department of Industry and Trade - said: "Immediately after the flood occurred, the department sent staff to the site to inspect, coordinate with investors to fix the problem, provide technical support and instructions on safe operation of reservoirs.

We request factories to review the operating process, reinforce slopes, protective embankments, drainage systems, install rain monitoring equipment and early landslide warnings to ensure long-term safety".

Consecutive storms No. 8, 9.10 (Bualoi) and floods caused by the storm have killed, left missing, and injured 165 people; many houses and production and business establishments have had their roofs blown off and suffered heavy damage. People across the northern mountainous provinces and the central provinces are struggling to cope with floods and heavy losses in human lives and property due to floods and thunderstorms.
